What are some characters from a toyline who never showed up in the tie-in cartoons? From the original Masters of the Universe line, Stinkor and the 1987 figures come to mind.

Christmas is here. Little CM Punk runs down the stairs to discover what Santa has left. Behold, a finely wrapped gift. Excitedly Little CM opens the package with care. Only to discover that for all his good deeds, Santa has delivered him... Stinkor. It was on that day that CM Punk declared open war on Santa, a war that has not ended to this day. It's Santa's, and by proxy Stinkor's fault that CM Punk left WWE to focus on the war effort. Triple H vindicated.

The Culdee Fell Railway from Thomas featured in the original RW Awdry books as well as the toyline, but never made the TV series.

Stepper (or Ricochet) A G1 Autobot Transformer from the Targetmaster line .. his transforming gun was named Nightstick (or Nebulon) As you can see he comes from the same mould that made Jazz

I don't know about later EPs but I feel this applies to roughly 85-90% of the characters in the TMNT line Yeah, the TMNT TV series was originally developed to sell the toys, but the two rapidly gained enough separate popularity that both sides became more free to do their own thing. The Archie TMNT series ended up adapting quite a few of the Playmates figures that the TV series never did, though.

Any of the pre-movie Transformers that were taken outside from the usual Microman/Diaclone lines: the Deluxe Insecticons and Deluxe Autobots (Whirl and Roadbuster).
The Jumpstarters too. But who'd want them?
Jetfire was an exception, with enough cosmetic changes and a change in name.
FYI, Stinkor DID get used on a cartoon...only it was the MYP version so '80s Stinkor not being on the '80s cartoon is valid still.
Was Snout Spout used at all outside of the cameo in the Christmas special? I want to say he wound up on She-Ra.
Betty Lou was such a mainstay in official books and other merchandise compared to how often she was on actual Sesame Street episodes, you may as well include her. I recall one Sesame book having a character called Junk Food Monster that wasn't on the show AFAIK.

Mainly cause me and my brother got walkabout and Dirtbag the same day... and Dirtbag was used once.

All of the Real Ghostbusters line except the heroes and Stay Puft. None of the ghosts (besides SP and Slimer) from the toyline appeared in the show.
Most TMNT characters did not crossover because of the way the show and toyline were being worked through different channels and didn't have a working relationship with each other.
The Wheeled Warriors brand was two entirely different animals, with the show getting Jayce and his crew, and the toyline getting generic science-y drivers.
A large amount of Masters of the Universe characters did not make it to both toy and toon. Even more-so with GI Joe and Transformers due to just how many characters were introduced as toys.

Shockwave (ToyCo), Omega Supreme and Skylynx (Toybox) were all fine as the companies that made them weren't direct competitors the way BanDai was, and they ended up owning all three in later years thanks to the Tomy merger.

Regarding my beloved GI Joe.....
The entire 1988 line, which fell between the Sunbow and DIC series. Although several of those folks would appear in Sunbow produced commercials for the Marvel comics.
Most of the 1987 line didn't either, except for the folks introduced in the movie - Falcon, Jinx, Tunnel Rat, Law & Order, Mercer, Red Dog, Taurus and Chuckles. So no Battle Force 2000, sorry kids.
DIC didn't use everyone from 1990 and 1991, but they used a great majority of them. And the 1993 and 1994 lines were totally unrepresented, as well as a few from 1992 - with the exception of the Night Creeper Leader, who I think may've been introduced on the DIC cartoon; he got a figure in 1993, well after he was used on the show and with a completely different design from the show.
Before that, almost everyone was in the show. Only notable exceptions were William The Refrigerator Perry and I think Keel-Haul.
