A couple of characters in the 1987 GI Joe movie (new Joe character Big Lob and Cobra-La member Pythona) never got figures in the original line, but have been made in later years as exclusives.

There were a lot in the Teenage Mutant Ninja Turtle line that weren’t in the show. Mondo Gecko for starters.

Well, for characters in the show, but not the toyline, I don't believe Attila The Frog or Rasputin The Mad Frog received action figures, at least not in the original line. Unless I missed them in the line based on the cartoon.
As an aside, I actually loved the toys that didn't make it to the show. It was so much fun coming up with my own "episodes" based on those characters. Like I had a prehistoric adventure with Raph and Mike against the T-Rex, and I used Pizza Face as an associate of The Rat King who ran a pizza shop that was actually a front for creating mutants, which is where I had some of the other characters come from. It's amazing how creative you can be as a child lol

There were a lot in the Teenage Mutant Ninja Turtle line that weren’t in the show. Mondo Gecko for starters. Nope. Mondo Gecko starred in at least two episodes of the 1987 series: "Michaelangelo meets Mondo Gecko" and "Dirk Savage Mutant Hunter".
Speaking of which, I was kind of surprised to learn that Dirk Savage and Lord Dregg never had action figures made for them.

How about the opposite...characters on shows that DIDN'T get a figure? Sticking with the A-Team for - there was no Colonel Lynch OR Decker, no Frankie the special FX guy, no Amy or Tia.

Talking about Transformers, about 90% of the Beast Wars line. This was a big one to me. The very first Beast Wars toys were Megatron and Optimus Primal, but they were a crocodile and a bat. Was confused as heck when I saw them and that wasn’t the case.

Jenny on Bucky O'Hare (rectified just now). Rita did not get a figure in any form, that I'm aware of, at least, during the original run. Nor did Scorpina, who showed up a great deal in Season 1 and never got a figure in either human or monster form. However, there were scrapped prototypes for both, as well as Mutitus in his final form, which would've been the only toy to feature Lokar in any way, shape or form.

Any of the pre-movie Transformers that were taken outside from the usual Microman/Diaclone lines: the Deluxe Insecticons and Deluxe Autobots (Whirl and Roadbuster). The Jumpstarters too. But who'd want them? Jetfire was an exception, with enough cosmetic changes and a change in name. FYI, Stinkor DID get used on a cartoon...only it was the MYP version so '80s Stinkor not being on the '80s cartoon is valid still. Was Snout Spout used at all outside of the cameo in the Christmas special? I want to say he wound up on She-Ra. Betty Lou was such a mainstay in official books and other merchandise compared to how often she was on actual Sesame Street episodes, you may as well include her. I recall one Sesame book having a character called Junk Food Monster that wasn't on the show AFAIK. I had Roadbuster! I did not think anyone remembered that toy. My brothers had the Jumpstarters. They were....... they were lame. Also, they got the box art and id cards wrong on the packaging for them. I had an older friend who bought Stinkor for his sons, which his wife instantly hated. When the kid grew out of the toys, she threw it out and he rescued it and hid it someplace for her to find. They then spent the next couple of decades doing that. He even had to buy some replacements whenever she successfully disposed of it in a way that he could not find it to rescue it. Funny thing is that those toys STILL stink over 30 years later.
