He's allowed his own, poorly-worded, opinion. I think he's trying to say "Hey, to help you combat depression, try and see things from a different viewpoint, go out there and so some rewarding work that will make you feel good about yourself, and you might feel better". But yeah, poorly-worded statement is stupid.

Ah yeah. "Stop being sad" is such a good response to clinical depression. A lot of people with depression would love to do work but there are mental barriers, and those are often larger to overcome than physical barriers.

Wow, what sage advice, Ryback! I mean, I didn't know the cure to my constant paranoia and feelings of sadness was to just change my mindset; that's incredible!

I think there are people that use Depression as a crutch. However, as someone that has experience mild Depression in the past.... it is a son of a b*tch. You WANT to "do the work" but you have a "mental block" (only way I can describe it) that keeps you from doing it. For me, medication has worked and I feel/seem better and have been for a few years. Unfortunately, that doesn't work or presents problems for others. Depression is real and it sucks.
As for Ryback.... it's his opinion and I think it was poorly worded, but who am I to tell him how to think/type?

Here's the thing, though, those of us who are neural atypical get told on a regular basis that all we need is to ::insert thing here:: by neural typical people because they don't understand what it means to have depression/anxiety/bipolar etc. And it's super harmful to be told day in and day out that the solution to our problem is to just do this simple one thing. It belittles the struggle of living with this and it's a glimps into how the world sees us: as someone who is too lazy/dumb to just get better. It makes it even worse as well as it being a really stupid thing to say. Now imagine that you are someone who struggles with mental illness everyday and you look up to Ryback as a performer and you hear him say stupid ass stuff like this. How does it feel to have your hero tell you that you are just lazy or stupid or whatever? Does it help? No. Does it hurt? Damn rights it does. This isn't an opinion like 'I don't like chocolate chip ice cream' this is 'Your mental state is your own damn fault' which is patently false and we need to start telling people who believe that stuff to shut up and sit down because they're making it way worse.

Eh. Twitter and its character limit isn't a great place to try to make an expansive point.
That said, it's not a dissimilar viewpoint to what my father has.
He'd say that there are no crutches and no excuses; that no matter what condition you may have and how unfair it seems and how much harder it makes your life, you still have to handle your responsibilities and do what's expected of you.
It's a cold and unfeeling viewpoint, and no, I don't endorse it. I'd get constant aggravated when he'd say "Just flip the damn switch", because it doesn't work that way. And when I'd say it doesn't, he'd say "Well, MAKE it work that way. When you have a job, your boss isn't going to give a **** about your depression." (and that was back when I was still on anti-depressants).
So while I don't particularly like it, and don't feel that way myself, I kind of get why other, emotionally-hardened people might.

The Rocket Raccoon Approach (tm) never works.
What I mean by that is in Endgame, when Thor is having a panic attack set on by his severe depression and mental issues, Rocket slaps Thor in the face and basically says "snap out of it and be a hero". His heart is ultimately in the right place (wanting to help people and have Thor stop doubting himself) but what happens next? Thor disappears, not any better at all.
People with depression need The Frigga Approach - acknowledging a person's pain and fears and why they have them, and then allowing them those feelings while letting them know how amazing they are in spite of what goes wrong, and that eventually, things will be okay.
Telling a depressed person their pain is stupid so stop feeling it is the absolute last thing they need. That, and accusing them of lying about their feelings to be lazy. The first one is counter-productive and the second is actively hurtful. I get that some people lie or exaggerate, but that's the minority, not the majority.
A little understanding never hurt anyone.

Look, I'm not okay, but I've got support around me while I work through not being okay. I can tell you that I don't see PhD under Ryback's resume anywhere, so maybe he should back off on this one. Sure he means well and all that, but he's out of his depth on this.
