Honestly, I'm not sure WWE really knows how to book a two hour show that can feature multiple divisions any more, particularly a women's division. Raw's women consistently get time, but that's partially to fill time on a show that's too long to begin with. And before someone points out that NXT has featured it's Women's division quite well, that's only a recent development in it of itself. For several years, NXT was completely unable to feature a secondary non-title feud capable enough to get featured on a Takeover until this year's Summer. Oh yeah, they went three entire years between Takeovers with more than one women’s match.

If the division sucks this bad then just actually downplay it. This week's show still had two women's matches (albeit short ones) and all that Dana Brooke/Elias trash. The past two weeks have seen Dana get copious TV time for someone who isn't over and just got squashed by Bayley in 2 minutes. SD is almost like the inverse of AEW in terms of this. AEW gives the women almost no time to cut a promo or do a backstage bit, then throws them out there for 10 minutes and expects anyone to care and it never gets over. It's textbook FF material to catch up on the DVR to live action. SD does all this wacky angle stuff with the women and then does nothing 2 minute matches that don't justify the build.
Raw at least has kind of figured this out. They have basically 4 decent women on the show, so they are getting the TV time and a build to a match on PPV that might actually matter. Either way at the end of the day I just don't get why every promotion in the United States (aside from maybe ROH and their dreary WOH division) is trying to push women's wrestling down everyone's throats. It's a certified non draw. Good grief, even the NWA, a show based around 80s nostalgia, had two women's matches on their PPV last night. When TNA started the Knockouts division in 2007 it was an alternative to WWE's crappy post Trish/Lita Playboy playmates women's stuff. WWE has cornered the market on it now though, so other promotions need to do something else to be an alternative.

What’s the bet Charlotte and Becky take the Tag Titles from KW and then Charlotte somehow beats Bayley for the SD title and WM is:
Smackdown and Women’s Tag Champion Charlotte Flair vs RAW and Women’s Tag Champion Becky Lynch
Winner gets all the belts, including both Tag Belts and Charlotte wins and makes history holding all the 4 belts at once
... and I like both Charlotte and Becky but this doesn’t seem so crazy sadly
I think it was a mistake to have Charlotte and Becky on the same brand, same with Bayley and Sasha. They should have switched two

As far as switching brands IMO they have the pairings right but on the wrong show...Sasha and Bayley should have been on Raw IMO with team OP being sent to SD.

Wins the Rumble and faces Becky Lynch in the main event of WrestleMania in a title-for-title match. #Becky4Belts

You pointed out that it's a non draw but also pointed out that neither company, nor any others are really booking it properly. For years WWE told us they don't matter. It's going to take a while to break a lot of fans out of that mode of thinking and sticking them in the same bs over an over with super short matches and one of 3 terrible storylines isn't the way to do it (woman trying to steal someone's man, 'sexy' woman talking crap about the uglies, all around bitch being bitchy). I haven't seen AEW but their approach sounds a lot like what's happening with a lot of the men in WWE. They go out and have these impressive matches but all their character work is off tv or non-existent. Book women like you would book men (though not like Vince books them) and they will become draws. Part of why they worked so hard to get Ronda is because she became a certified draw in a business where women were considered to be non-draws. The investment will be worth it.

She’s gotta be involved She beats Asuka for the Smackdown belt a week before the show in an unannounced match and gets added to make it a triple threat?

For several years, NXT was completely unable to feature a secondary non-title feud capable enough to get featured on a Takeover until this year's Summer. And even then, NXT's booking of the women has its own issues, like Asuka's and Shayna's massive reigns. Hell, Asuka never even lost her championship to a challenger; she was forced to forfeit due to an injury. Just that the sheer depth of talent of the NXT women's roster covers a lot of that up lately.
