Raw's biggest problem is that there is absolutely zero main title scene to speak of and no promise of one forthcoming. I mean who is even trying to face Lesnar for the title? There's no coherent plan or challengers on the horizon unless someone wins the Rumble from SD and moves over to Raw.

How does a show with Becky, Kabuki Warriors, Black, Murphy, Rusev, Liv, Rowan, Ricochet, Charlotte, Andrade, The IIconics, Joe, KO, Seth, and AJ make me want to not watch? Like what the f***? No one sees them as must see stars. No one is bigger than the company and the company as a whole sucks creatively.

Raw is a variety show written for an audience of one with no long term storytelling or consequences. I’m surprised 2 million people still watch religiously but that’s what decades of brand recognition will do. Vince doesn’t want to or have to change so he doesn’t. Until something hurts his bottom line he has no incentive to change. There is a decline but it’s not steep enough to cause concern yet.

The champ might not have to be there every week, but when he’s not there it’s as though neither her nor the freaking WWE Championship exist. Like at the very least run promos about people wanting to build momentum for a potential shot at the title. Have your main event feud be the top two contenders duking it out for who gets the first crack at Lesnar when he returns. With no top title, there is literally no stake. Lesnar doesn’t have to be there every week, but when he’s not there people should be forming a line so when he does rock up it’s exciting. Not just “who randomly gets F5d in a promo to set up the next PPV pseudo squash”.

that 3rd hour just drops the ratings a ton
it also doesn't help having a gauntlet match take up all of hour 2 and have a non-finish either

It's a combination of changing viewing habits, the decline in popularity of wrestling and boring shows with no stars. Vince deserves the blame for the last two.

What's sad is that you've seen WWE try a couple of ideas over the past year to change things up a little, but they don't stick with anything; remember that whole "make the third hour really Raw" thing that they had Foley introduce?
They have to be willing to try some new ideas that could cost them viewers in the short term, but that likely help them in the long run, even if USA/NBC wouldn't want to hear that, but they don't run with anything for long. Heyman at least seems to be trying it by building up newer guys like Black and Murphy, which can mean having what amount to jobber squashes on Raw, but it's hard to have faith that the promotion itself, or Vince more specifically, will let it go anywhere.

A huge multimedia entertainment company, with their history, level of brand awareness, and scale should not be pulling numbers this low.
Nor should they be making so much money whilst doing it.

And that was vs a curbstomp game in Saints vs Colts Guess people dont like the AJ vs Orton feud? You definitely can't blame football for this one. WWE defenders will find something to blame. Like, it's the holiday season so people were busy shopping or something.
