I'd say the biggest difference between 18 and 19 was that former show had the long awaited return of the guy who Wrestlemania was built around, and he was wrestling one of the biggest stars ever. There's no real comparison between a match between Hogan and Rock to Triple H and Jericho in 2002 WWF, one is undeniably a bigger match than the other. As for 19, Hogan/Vince is probably the bigger match, but that doesn't have the novelty of the big return to push it over the edge. There's good arguments that it should have main evented, but I'd disagree to the point that Lesnar was clearly being positioned as their top guy going forward, you should always go with your future big time prospect over the aged stars, it's what turns them into stars.

HHH could say otherwise (and probably has) but I’m guessing that match going on last at 18 was his ego more than Vince thinking the title match had to go last. HHH got a huge reaction at MSG when he came back but by Mania his momentum as a face was shot. He’s simply not a good babyface, and did nothing to make Jericho look like a threat (the booking was awful as well).
Rock/Hogan was the type of match WM is made for. The dream match that mainstream media will pick up on because it’s so huge. That match had no business being on the mid card. It was a joke then and even moreso in hindsight.

Mania should end with the most uplifting match result, a true “send the fans home happy” kind of thing
The level of joy between Hogan/Rock and HHH/Jericho is too vast for comparison, which is why HHH/Jericho is seen as a wet fart main event
Angle/Brock should have been a triumphant moment with the Shooting Star and such, but... hey who could have known that Brock was gonna piledrive himself for the lols. still, would have been a better moment than anything we would get from Rock/Austin or Hogan/Vince (bleeding grandfathers? yeaaaaah nope)
it’s kinda why the past few Manias have been meh; they either place a deflating result at the end (Lesnar wins again, Taker loses and does the big long sad farewell, the women have a sloppy ass finish) or a match that isn’t nearly as exciting as something else on the show (HHH/Roman) but the actual “feel good” moment is tucked somewhere in the middle of the show (I.e. Kofi f***ing Kingston)
and that’s why people have a problem with HHH/Jericho, thanks for coming to my TedTalk

I never even thought of Stone Cold verses the Rock as a possible main event. There really wasn’t much excitement behind it leading into the show from what I remember.

In this interview, in an almost throw away comment, Jericho flatly contradicts Trips and says that Trips was pushing to go on last. He was also really disappointed with the match Without seeing a single interview, I can guarantee Mr "Am I going over?" was lobbying to go on last.

Jericho goes in depth in that segment. How he thinks the whole build to it was bad and how Hunter killed his original idea. How the match itself was bad. Years afterwards Jerhico says about how Punk was upset about not going on last. Jericho pointed out to him that he did a match with Taker which was the match people will remember as opposed to this match where he was on last and not many will. Why he much prefers his wm19 match with Shawn which did steal the show which will be remembered.

And Vince wasn't going to reward Austin coming back from leaving all those months with a main event slot He still got a big matchup no doubt but Rock/Austin wasn't main eventing at 19 for a 3rd time. It was a grudge match, a showcase match between two legends that didn't need a ton of build

The way the event was built, it felt like Hogan/McMahon was the main event anyway.
