This isn't a bash the product thread, but just more of a thread for open discussion. I saw a tweet from Maria Kanellis of all people and here's what was said...
So while I do agree with the thought that WWE doesn't understand ratings comes with good TV, but I am unsure if I agree with that WWE wants to make new stars. To me I think it's more outside of NXT they do not know how to make new stars. So the reason for the thread is more to really discuss, how does WWE actually get fans to care about wrestlers? What are realistic changes that can be made?

It doesn’t seem like they do, no. Like, even the people they DO want to build, yeah, they give them credibility but then they have them do something that makes them lesser to fans like apologizing to authority figures (Becky, Kevin Owens) or being total dicks to those around them (also Becky).
Even with Roman, they would take away any kind of momentum by having him do something really dumb. Remember how great the “This is my yard now” promo was? And remember the follow up being about to apologize for it before Braun killed him and the ambulance he was in?

I'll go you one better with Roman: Remember TLC '14 when he went berserk after the main event, killed H and then the next night, continued to kick ass en route to winning the title that night and being overwhelmingly cheered *in Philly* where he'd been booed out of the building at the beginning of that year? They rode that momentum for a few weeks, before nonsensically having H win it at the Rumble and forcing a WM main event that nobody wanted. They had their chance, and that was their BEST chance and they killed it dead

They do, they just don't know how anymore. The entire creative side hasn't had any clue of who to push or how for a long time. Anyone who does get a big push that works, is usually very lucky or the crowd has to push so hard that the team has to listen.

All of this changed when they decided to push the brand over the talent, when The Rock left and them when Lesnar took off it pissed them off to no end that they built someone so hard and then lost them. So now it's come see the WWE, no one is bigger than the company.

They want it both ways and it’s just not possible with their half quarter eighth sixty-fourth assed writing.

They do, they just don’t execute it all too well, or it’s not who the iwc wants.

Cena somehow got himself over and yes they did push the f*** out of him and so far he's very much the exception. I think his good soldier, life long WWE attitude certainly helped. But for years and years they promoted stars over brand. Come see Austin, come see Hogan, now it's come see the WWE.

Cena got treated like yesterday's news despite being the perfect ambassador for the WWE. And the mid card? Made trivial. Look at Survivor Series. They demphasize individual wants and feuds for Brand Supremacy. And focus less on the wrestler and more on the crowd shots. It isn't about winning(until it is) but Entertainment and Having Fun. And Legends are revered instead of respected stepping stones to climb up.

They want them. Vince just doesn't know how to book good pro wrestling shows anymore. So instead they desperately try to get anyone that's already a big star from back in the day and get that last bit of mileage out of their already broken down bodies.

Cena got over with the rapper gimmick and then they pushed him as an unbeatable super face with almost no edge whatsoever and that’s why he got mixed reactions for like 10 years.

And Legends are revered instead of respected stepping stones to climb up. And the problem with that is, brand focus appeals to mostly the wrestling diehards. But it’s the individual stars, your aces, who have always caught the general public’s interest for creating new fans. The ace shouldn’t be too invincible, but when WWE 50/50’s them or makes them suffer too much, they don’t come off as heroic.

For what it's worth, I don't think they're purposely trying to sabotage themselves, they're just too stupid.

At this point I don't know if WWE knows how to make new stars anymore. If they do it's by total accident and they end up dropping the ball every time someone goes over that's not by their hand.

Personally, I genuinely think they do. I think Vince genuinely thinks his micromanaging style of booking is helping people. They've just forgotten how. They've forgotten that their biggest stars from their biggest booms came when they gave their talent freedom to get themselves over.
And some guys do have freedom today, but you've really got to get the old man's attention and trust to earn it.

She has a point, but it seems like the more accurate description is their subjectivity when it comes to how they push new talent. They’ve given a ton to homegrown talent like Wyatt, Corbin, Strowman & Reigns. The Shield went over everyone. The women’s division are largely performers at their peak. Matt Riddle, Keith Lee, & many in NXT have had strong booking on that show.
Yes, the part timer/legends thing has gone too far. The Saudi shows are the worst example of that, but bringing back Edge & The Boneyard match were both pretty much universally loved.
Maria has put up with a lot of garbage from WWE, so I don’t think she will ever see anything they do in the most positive light.
