The chemistry Ross and Heyman had were amazing. Honestly, those 8 months were so refreshing compared to the 3 years before and the 4 years after of Ross and Lawler together.
With that said, if Lawler called Wrestlemania X-7, would the card still be as good?
Does good commentary go a long way?

Yes.
Hot take: Lawler is still the best announcer WWE employs. He understands how to get talent over which should be the main focus of announcing.

Lawler did bring an A game to both Summerslam 2000 and Survivor Series 2000 (divas gawking nonewithstanding) so even though week-to-week he was starting to decline, there's no inclination we would have gotten 2003 Lawler or lower at WMX7.

Lawler massive decline was only really noticeable to me when A. he turned fully face and b. him and JR were split.

Lawler only massive declined was only really noticeable to me when A. he turned fully face and b. him and JR were split. Pretty much, Royal Rumble 2003 vs No Way Out 2003 were like night and day. But he did fall into a catchphrase machine, as many did, around the summer of '99, so there is something of a slight dip, but he'd still hit the peaks when he was focused.

Hell no.
Personally, I feel like Lawler, as commentator, actively took away from shows as he wouldn't stop talking about how f***ing horny he was. He would have been especially insufferable during Trish Stratus's moment in the Vince/Shane match, for example.

I think the show would have been just as good, and we wouldn't really notice the quality of the commentary without having Heyman to compare it to. Lawler was just part and parcel to the Attitude Era up until that point.

Heyman/JR was just a solid duo tho. Heyman forced JR to bring his A game and kept him thinking.

I remember during a very competitive match on RAW, there was a close call and Jim Ross told Heyman "YOU CAN KISS MY ASS I SAW A THREE!!!" I forgot who was involved, but it was one of the funniest things JR has said on commentary.
