Anything to avoid hiring people who are passionate about pro wrestling.

Anything to avoid hiring people who are passionate about pro wrestling. It's a good thing I think,WWE can train from scratch quality athletes for their roster while already talented and upcoming wrestlers have the pick of a ton of companies out there. Its clear being passionate for wrestling is a red flag for vince and Co so it's best to hire raw young talent for them to mould.

This, as a program, makes a lot of sense. They've always kept abreast of NCAA wrestlers, which for many years was one of Gerald Brisco's responsibilities, scouting them. Lesnar and Shelton Benjamin off the top of my head are probably two of the most prominent examples of this, WWE scouting amateur wrestlers from the college level.
This could be a wash, but I think it's probably one of the more future-forward things I've seen WWE do in a while.

The thing that stood out to me having a look at this for the first time to post the list of talents… None of them are actually guaranteed a deal at the end of this?

it is like looking at the roster from the mid-late 2000's.
Get ready for an influx of Matt Morgans.

I think right now it's more that the offer of a contract is there for them, like they'll likely train in the PC at times but the decision comes down to them, I think? I could be reading that entirely wrong, though.

I believe they get paid for the NIL deal right now and have access to various classes/trainings as well. Upon graduation, the way I read it is that the WWE may offer them contracts but are not obligated to.

I think I said before, it's not that different from different colleges taking potential students around campus and showing them the facility and such. "Our graduates did this and this" all that jazz. Except without the under-the-table bribes and such that lead to investigations years later, don't think WWE would want to take that gamble.

High Five Flows and Rainmakers for everyone! EDIT: I'll take one of them being Kenji Mutoh, though.

The Cavinder Twins might be money if they become good workers. If they pick this up at all, WWE should offer them deals asap. They could be stars if they’re even halfway competent in the ring. And a built in social media fan base. These girls are gonna be stars regardless what they do, WWE be smart to keep in VERY close contact with them.
