I always imagined it as being back in the 1800s or something. But then Genie busts out impressions of Arnold Schwarzenegger and Groucho Marks after being traped for 10,000 years. Is Aladdin set in the future? Is Genie a time traveler?

The Genie is probably beyond considerations of space and time. I don't recall Aladdin understanding the impersonations to any great extent.

the Genie exists in all timelines, he's a multidimension being or Dr. Sam Beckett who had just previously leaped into robin williams and still had some of his personality bouncing about in his head.

It takes place present day at that time, 1992, in the Las Vegas desert.
Aladdin is a guest at the old Aladdin casino (coincidentally sharing his name), he lost his shoes and shirt at the craps table. He got shot down by the blackjack dealer named Jasmine, now he’s drunk and wandering through the sand hallucinating about evil sorcerers and giant blue men that sound like Robin Williams.
The Agrabah guards “chasing” him are just his missing persons report.

It apparently takes place contemporaneously with Hercules, and Hercules is usually set during the Bronze/"Heroic" Age, sometime during the Mycenaean era. My guess would be sometime between 1750 and 1300 BCE. Agrabah was a Hyperborean-esque Proto-Arabic civilization who's existence was lost in the Bronze Age Collapse.

The true answer will come in "Kingdom Hearts: Time of Knowledge 365/24/7 Remix Plus". It’s canonically KH4, but Square picked the Time of Knowledge title because the simpler KH names feel wrong to them.
