How do these losers of world title matches keep kayfabe getting spots in the Rumble Match?
In 2012, The Big Show loses a World Heavyweight Title Match with Daniel Bryan and Mark Henry. But then, he gets in the Rumble match. Of course, that was the Anyone Can Enter Rumble; so that makes sense.
BUT, they've done it again TWICE!!!! Roman Reigns gets in in 2017 despite losing a Universal Title Match to Kevin Owens. And, of course, Brock Lesnar this year. And, all 3 men get the last spot. What kayfabe reason is there for these losers to get into the Rumble in the most coveted spot? Who is deciding to leave the last spot open for them?

Dolph did in 2012 as well, it's always a flat feeling for me when a surprise entrant is just a guy you saw lose already. The only time it works for me is when it's to set up a storyline like Angle's brief Rumble 2005 bit to set up his match with Michaels. But since they don't set up any storylines or matches in the Rumble anymore the lower entrants feel even more like a waste.

At least with Angle they explained it when he stole Nunzio’s number in a segment.

kayfabe wise, are you in going to tell an angry human wrecking ball he cant enter the rumble because he lost earlier in the night? (either brock or show) knowing full well that you're most likely ending up being mopped up in a bucket after a few minutes if you do.

Roman in 2017 was explained. They did a segment where Roman confronted GM Foley after getting screwed out of his Universal title match and Foley vowed to make it right, hence Roman being in the Rumble.

Reminds me of WM10 with Bret losing (not the title obviously) and going on to win in the main event...Atleast Lashley faired better than Owen.

With Brock it's even been brought up in Kayfabe that Vince likes him. (granted it was brought up by the worst f***ing person to make the point... but still!)

And it happened with Becky in 2019. With her it was at least explained that one of the participants was too hurt to enter the match and so Becky had to convince the commissioner to let her take that spot.
However, Charlotte was a champ in the rumble this year so apparently anything goes now. Maybe Brock preemptively entered.

In 2011, both Dolph and Orton lost their respective World Title matches and were in the Rumble, though this was more so to add bodies to the Rumble match.

They should have had a segment in the back with Lesnar & Adam Pearce after what Lesnar did to Pearce last year with Lesnar intimidating Pearce to put him in the Rumble. Or at least have Lesnar laying out someone like Jinder Mahal or a lower card person like they have done in the past to get people in the Rumble that weren't scheduled. But I guess they didn't do anything because they didn't want to ruin the surprise of Lesnar coming out.

I mean... I'd buy that. Considering he wants Roman title for title, it would make sense that after he retained, he'd want to ensure he gets to face Roman at Mania. There are a few holes in the logic, like why didn't he interfere in the Roman/Seth match, but hey, nobody's perfect and it's a WWE storyline...

What commisioner? She had to convince FINLAY! Are you telling me that in kayfabe Finlay was able to call that decision on the spot?

Either way, she had to convince someone. I don't know where he is in the pecking order but at least it required some effort and wasn't just a number hits and out they walk like the other examples here.

All good brother I had a good laugh and had to look up when he stopped in his role as commissioner. Kinda ironic you mentioned him since I've been binging Rae and am in January 98 when he was a prominent figure.
