I feel like guys like Luger, macho man, Rey Mysterio, and Eddie Guerrero were clear cut faces while the Nwo were heel. A lot of others seemed like shades of grey. Were the Horsemen and dungeon of doom suppose to be face or heel? I think the nwo existing kind of made it happen

The Horsemen were heels who got cheered sometimes.
The Dungeon of Doom were heels who, aside from Kevin Sullivan, got no reaction.

Pre-nWo, Luger was in a weird spot of him being a heel everywhere but when he partnered with Sting.

WCW never let themselves be locked into face vs heel stuff. Plenty of times, you'd get feuds that were two guys if the same alignment fighting. Harlem Heat vs. The Stud Stable is a good example, as both teams were heels.
Things got more complicated with the nWo, since aside from Luger, Savage and Sting, everyone else just went about their own business until it was too late.

Sting and Booker T vs. The Road Warriors at Uncensored
Sting was solidly a babyface and Booker T was still a heel. The Road Warriors were tweeners I guess. But Lex was a heel and sorta an associate member of the Dungeon of Doom. That whole storyline was convoluted to the point where I couldn't keep up with what the heel they were doing.
Luger is removed from the tag match with Sting to take part in the Doomsday Cage match. Luger, who was on the heel side, works heel to the very end, until he decks Flair.

The way they used Luger in '95 was really good, up to the point where he joined the DoD. That really didn't make any sense and kind of killed his intrigue. You could tell that by that time, the crowd was really confused by wth was going on with Luger. What they did with him was not unlike what they did with Bret. The crowd tried to embrace them as babyfaces, but WCW pulled the trigger too soon on turning them heel, but in Luger's case they kept teasing the crowd by tagging him up with Sting. It was just a bunch of wtf limbo booking.
