With the caveat that I don't watch Smackdown .... it's Triple H's and not even close IMO. I say that as a big fan of his too.
Roman's matches are better. Crowds are far hotter/more invested - many are even fans of The Bloodline. He looks like a bigger deal and not a cosplay of an idol of his. He's in his physical prime and the best version of his character (who knows for how much longer given previous health concerns, but still). He finally beat Brock and cemented himself in that S+ tier so I personally have little issue with all his victories.
Beating Brock is how we get to where we are though. Brock was already Tedious Practically Unbeatable Mega-Champ who could beat practically all comers (and destroy your favourite challengers in the process).
Now, of course, someone has to beat that guy eventually, because he's not going to be there forever, maybe he needs a break, maybe his contract expires, whatever, so someone has to believably be strong enough to beat him. Except he was untouchable, so who should that be?
Well, ok, we're trying to build up Roman as the next new megastar, so it makes sense that it's him, right? But if this guy Roman is strong enough to beat already nearly unbeatable Brock, that just makes Roman into Tedious Practically Unbeatable Mega-Champ II. Except he's even stronger than Brock, so he's literally unbeatable, and even more than Brock it means that nobody else on the roster is even physically capable of beating him, short of drugging his soda and pinning him while he's out cold.
They even transferred Heyman onto Roman too! They literally just transplanted him into the role of Lesnar. I was sick of Lesnar (and Heyman's tiresome tape loop promos) long, long ago for being that guy floating far above the roster with a metaphorical shotgun picking off anybody who got slightly close to his level. Why would extending that character role by dropping Roman into the same spot and continuing it for years more be good in any way?
This all goes back to the end of competition against WWE. This thread is even asking about who was worse, so we'll start with HHH. Then Cena. Then Lesnar. Now Roman. It's been an ongoing theme and, arguably, worse and worse the longer it's gone on, for twenty damn years. They just can't book their roster without somebody being godlike and making everybody else look like trash. It's one of the things that's caused me to become increasingly distant. Why would I ever care about the title picture if all it means is the same guy doing the same thing every week/PPV the same way with the same result, and all the while kicking my favourite challengers to the kerb? What's interesting about that? Where's the tension? Where's the hope? Where's the variety? Where's the next guy going to come from, so that he's a believable challenger (and, eventually, new champ) without also becoming that god guy who in turn takes over the spot of making everybody else worthless?
