How would you have booked it so that he actually was given a chance to get over and connect with the crowd? I honestly think if they booked him in a feud with X-Pac that played off the duo's history breaking into the business together that could have been enough to get him over and break some of X-Pac's go away heat at the time and freshen him up a little.

The easiest way would be to just let him wrestle. Jerry could get over putting on banger matches with X Pac, Jeff Hardy, Tajiri, RVD once he came in.
But that kind of thing is not Vinces bag. Unless Jerry can cut some killer promos or have a wacky character he had no chance. Plus the injury.

Honestly, a feud with X-Factor wouldn't have been an awful start for him. There was history with X-Pac and Justin Credible that could've been referenced. Then, when RVD arrived, have them feud and again, bring up their past. A feud with Tajiri would've been good. Give him matches with guys he had a history with for his first year or so, then start putting in programs with guys like Eddie, The Hardys, Edge, Angle, Benoit, etc.

RVD & Lynn as a tag team. Basically, the respect each other and are looking out for each other. Have them win the tag belts.

For one, I would not have debuted him by giving him the Light Heavyweight Title. That was Gillberg's title and one that horny Dean Malenko lugged around for months without anyone noticing or caring. It immediately identified him as a lower midcard act that you didn't need to pay attention to.
