I’m thinking he has his final match at Mania 40. I think a good way to write him off is have him win #17 at Royal rumble 2024 and then maybe Cody or someone beats him at mania 40, 20 years after his first wrestlemania

Depends. If WWE would treat it as a big deal and with reverence, then a lot of guys would be decent candidates.
If they're going to act like the last couple of times he's wrestled, he should probably just tell them to f*** off and not do another one. I don't know what the deal was last time, but there was just this weird air of resentment, like WWE had contempt for how much he doesn't actually need them. They did this to an extent with Rock and Austin at times, but got over it. Maybe they would here, too.

Still think it sucks that Cena wasn't Angle's last match when all was said and done just as an aside. I think that moment deserved a full circle.
As for Cena's last match ever? In reality you'd think it should be passing a torch to someone else. Though I could see them giving it to Edge or Orton because of their huge rivalries of the times.

The way Orton developed during Cena's years of abscence, I firmly believe you could tell the best story between those two. Just two modern legends acknowledging their shared past and individual pasts, opting for a sort of melancholic friendly rivalry. Orton realizes that wrestling is a bigger part of what constitues him opposed to Cena, so he'll lean into his heelish tendencies - then the match happens and he wins in a hard-fought, respectful manner.

If it’s a blast from him past & a feel good match, I’d say Randy or Edge. If it’s him facing a future star, I’d say Austin Theory <takes cover> (Cena doesn’t necessarily have to lose, just working with him would be enough) I was kinda looking forward to their feud & match this year, but it didn’t end up happening….yet
