The only thing missing is Impact/TNA. He's won a title from nearly every major promotion to exist since the 1990's
These were the only guys I could think of who had come close

For major promotions, it has to be someone who has a lot of longevity. And probably did international tours.
Speaking of Jericho, he also won the NWA Middleweight Championship from his time in CMLL. Another one to add for him.

I think it's tough to beat Jericho because many of his are top titles in the top promotions.
Gets tricky with what promotions to count, especially when a company buys another and/or have different promotions under the same umbrella. Even more when nwa are involved. I wouldn't count those that have 10+ but all indy/smaller promotions.
Then do you count things like the 24/7 or Ironman Heavymetalweight Champions?
Someone like Scott Steiner has both quality and quantity so is another contender.
Some definite 5+ to me
Ftr - WWE, RoH, aew, AAA, njpw. Do you count NXT separately?
Suzuki - Ajpw, njpw, noah, roh, revpro (+MMA)
Samoa Joe, AJ Styles, Young Bucks, Rey, Thunder Rosa, Terry Funk, Lawler, Aja Kong and Emi Sakura are all at least 4 and probably more for most but again no idea what to count.

What are counting here? The number of titles in the most major promotions? Or how many promotions they won titles in?
Because you have someone like a Mick Foley, who won 33 titles across WWE, WCW, ECW, TNA, CWA, IWA Japan and World Class, plus a number of smaller indies. I'd imagine if you go back to the territories, you'd find some surprising ones. I'd guess Arn and Tully would have to be up there, for example.

In the US, most wouldn't consider CMLL or NOAH to be important, but they're the second biggest promotions in their home countries. AAA and NJPW have representation in the US and have for years, pre-dating AEW's existence. But NOAH, for example, had a bit of a spotlight on them thanks to ROH bringing in guys like Kobashi and KENTA and putting their World Title on Morishima. Even if you look at strictly American companies, what's considered major? WWE, WCW, AEW of course. ECW, even if they were never bigger than number 3. Impact and ROH have to count, since they were the only serious alternatives to WWE for almost two decades. But where does the NWA land? What about the AWA and World Class? Mid-South? Memphis? Smokey Mountain? Hell, PWG is basically THE super-Indy.

WWE (was World, US, IC and Tag) WCW (World, US, TV, Tag) ECW Tag IWGP Jr Heavy Stampede (Tag, Mid-Heavy), was one of Canada's biggest promotions UWA (WWF Light Heavy), was CMLL's main competitor until Peña left and formed AAA CWA Tag, probably the best well known German promotion of the time

Rey Mysterio would have to be competition as well.
Multiple titles in WCW and WWE, Mexico, and a couple in Japan and Puerto Rico.
Never had any presence in Impact or ROH but that's because he was pretty much always employed by one of the big two US companies.
