Retribution definitely tops it, I take account of hype/build/TV time when weighing up how crap a stable was.
The Union was very short lived but dreadful and failed to get over in 1999 which says something.
The Cabinet - JBLs heel run is looked at more fondly these days but the stable was never over.
DOA, Los Boriquas, Truth Commission all awful at a time when the product overall was gaining incredible momentum.
That's just the WWF/E.

Retribution, I think, was worse because of the execution and how much they tried to fool people into thinking they weren't related to current events at the time (because come on now...come on now...) and I'd put the Authority slightly above them because they did genuine harm to the product in terms of literally driving away viewership.
Schism, having not watched, seemed like a good idea mismanaged when they were supposed to grow and sticking GYV in with them is unforgivable from their last couple of video promos recently alone.

Can I ask why Retribution was so bad? They first even became a thing in a WWE.com article announcing they would be debuting so any sort of hype there was totally undercut, then they made them really blatantly political strawmen pretty much immediately but were completely toothless about it so it was basically just, "We're mad because we're mad!" while draped in certain iconography, then when they did make their debut they all looked dumb and had completely stupid names, then they pretty much immediately started getting their asses kicked over and over by the Hurt Business with no time to actually establish them first, then they just kind of fell into being complete jobbers, and all the while the guys involved kept trying to make something more out of it on Twitter and the company never rolled with any of it. Then they just abruptly pulled the plug on it just before Mania after laying the groundwork for a possible Ali / Kofi match and that was just kind of the end of it. Though I will give them this, their theme song kind of slapped (and jacked).

You forgot the part where WWE looked at these people who wanted to literally destroy the entire company and what it stood for and went "You know what'll cheer them up? Contracts. Then they can destroy us and get paid for it!" and then Retribution signed those contracts. And then USA Network, during the draft where networks were involved instead of GMs, went "Yeah, you know, these people would be a perfect fit for Monday Night Raw!" and chose them as a group in a draft. That'd be like if Hogan, Nash and Hall formed the nWo before being signed, JJ Dillon offered them WCW contracts and the people who wanted to kill WCW signed WCW contracts.

Schism sucked, but Retribution was worse. Retribution also feels like a fever dream to me considering I don't think the stable ever made it in front of a live audience (sure, T-BAR and Mace did, but not sure about the stable itself).

Remember Abraham Washington's "All World" stable circa 2012? Prime Time Players Mason Ryan Rosa Mendes Primo Epico Ooh. Good deep cut. I briefly remember that being teased but then they had AW manage just Titus and Darren instead, and of course that included that Kobe Bryant incident. I remember Primo and Epico joining up with Hunico for a very short while before the All World Promotions stuff. When Epico and Primo went on with Rosa to be the most forgettable WWE tag team champions ever (maybe that’s a good discussion to have too), they kept Hunico’s Mexican flag minitron for several weeks. Only problem: they weren’t from Mexico.

We like to talk about Roman and the Bloodline being misery booking merchants, but we need to remember that the Authority were the originators of misery booking. And speaking of The Authority, I'll ride and die on the hill that they were one of, if not the absolute worst stable in Pro Wrestling. Everything about them was just...terrible, to be quite frank. I feel they can't really rank high in worst stables in that at least some good came of them, like WM 30 and the Evolution vs Shield stuff. I guess it's a "pick your poison" thing. They were omnipresent and obnoxious, but they also had some good moments. Compare that to something like the Truth Commission and how it is basically all dogshit, but it was irrelevant dogshit.

Honestly I watched some 1998 Raws a few years ago and while it went nowhere and meant nothing I tended to find Jackyl promos one of the better parts of the show.

What about Serotonin or Diamonds in the Rough? Expanding into bad TNA stables feels like cheating. Main event level factions like Planet Jarrett and Immortal pretty much rival The Authority in terms of misery booking, while forgettable stables like Mexican America and the two you mentioned are just dime a dozen throughout their history.

Like, of course Puerto Rico and Mexico are vastly different places with vastly different cultures, but those three together had some great timing and in-ring chemistry. In a different WWE they could have done some magic together. And was Camacho Mexican? I know he's Tongan and he was born in Hawaii (not sure if ethnically he's part Hawaiian) but wow, what a weird time. I also remember Hunico's minitron at the Rumble that year was the barbed-wire top of the border wall and that just gobsmacking the non-fans I was at Rumble party with that year.

I don't watch too much NXT or WWE in general but Schism just seemed like a slightly cooler Retribution to me

I think Gallus are worse, even though they've had more kayfabe success. The Welcoming Committee, Submission Sorority Team PCB, Team Bella, The Union, Corbin/McIntyre/Lashley (if we're counting them) as well.
