Why did they put Owen Hart in the Nation of Domination in 1998? I mean, if they wanted to turn Owen heel then fine, but why have him join the NOD, especially when that organization would be dead by fall?

It was two fold. The Rock never liked the racial element to the group and without Farooq in the group, it did not really have a veteran in it. D'LO was the most senior member in the group with 5 years experience.
Bruce pretty much said Owen was there to be a tutor for The Rock and just keep him on the right path.
The group can lose it's racial tones with Owen and also he was able to mentor the Rock.

Dunno if it's still up, but years ago someone posted all the segments in chronological order on youtube leading to Owen joining the Nation. It was made pretty clear that Owen was tired of constantly being out numbered and getting attacked from behind. I forget the ppv but he was attacked by I believe a debuting X-Pac at one of the post Mania PPVs and Michael Cole interviewed him and he said something had to change. At least early on when he joined the Nation there were times when commentary pointed out that A)Owen was one of the few people Rock respected and B)Owen was the Co-Ruler of the Nation. That was all dropped fairly quick to hype up Rock vs Triple H but early on it was made about Owen wanting back up

One match they did that I liked at the time was Owen vs. Shamrock vs. Triple H to decide who was the best King of the Ring. And they also had the four-way for the Tag Titles that was advertised with Rock and Owen teaming up, but then Shamrock attacked Owen during the entrances. It was that type of cross-pollination that I miss about the Attitude Era.

And don't forget, they and Savio were booted to make the Nation blacker. But without Faarooq as their leader, that message was severely severely diluted. Rock treated the group as a means to protect his Intercontinental title rather than a group with a serious message.
