Spinoff from the wrestling one:
Vera from Cheers Al's mom from Home Improvement
Heard their voice but never saw them: Robin Masters from Magnum PI Carlton the Doorman from Rhoda (unless you count the animated special) Ed from Police Squad (gray area, you saw his body and he occasionally did things like cry, but you never saw his face as he was too tall)

Peg’s Mom on Married with Children…sorta. It was revealed in a joke Effram was actually sitting on her, not a sofa.
Howard’s Mom on Big Bang….sorta. She was in a Google Satellite pull back of Howard and Bernadette’s wedding, as well as a shadowy figure passing by the door. As well, after Carol Ann Susi died, her picture was always on Penny’s fridge so, I guess it kind of counts.

Did Fran's Father ever appear on The Nanny? I think there was one episode where he did appear.

Dr. Khan, the head of Camp Anawanna on Salute Your Shorts. We heard his voice over a loudspeaker in most episodes but never saw him.

Wasn't there one character on Doug they would always talk about but never show? Forget his name...

The Neighbour from Home Improvement. We never saw Wilson’s face but there was a time when we saw him with his whole body with his face having shaving cream on it. We never saw his whole face. Parts of the face, yes but not the whole face.

Parts of the face, yes but not the whole face. There was the season six episode with the Beach Boys episode in a blink and you'll miss it. But my pick is Mrs Columbo

Speaking of Doug, we never saw Principal Buttsavage. They DO show him in Disney's Doug, but never did show him in Nickelodeon's run. And that was intentional; in the episode where Doug gets framed for stealing Mr. Bone's yodeling trophy, Doug walks past the guidance counselor's office that Skunky is apparently in and says "Hey, Skunky" and Skunky responds, but the perspective completely obscures any way of seeing what he looks like.

Did we ever see Charlie, of having Angel detectives fame? Or Inspector Gadget's nemesis, Dr. Claw? (I know there was in action figure with his face, but was that canon?

The other guy who made the announcements over the PA system in M*A*S*H. He was called by the name Tony in one episode (where they have a memorial ceremony for a Belgian soldier who they thought died but didn't), but no one saw him.
