In the episode where Charmander is introduced, it all points to Brock getting him as he had the most focus and bond with him.
If he had, he likely wouldn't have his jerk phase later on and wouldn't be disobedient due to Brock's care. However, he also probably wouldn't be the powerhouse he became as Charizard, at most he only would have made it to Charmeleon

Nah, Charmander fits Ash better and Brock got a Vulpix
I would have liked Brock to have snagged himself an Aerodactyl on that prehistoric island they went too.

I think the big reason Charmander turned into such an asshole when it evolved is because it realized how weak Ash really was as a trainer. Look at all the gym battles it got used in with Ash but didn't evolve. It singlehandedly beat Koga for him. Instead, it only evolved after defeating an army of Exeggutors, a far stronger Pokémon, by itself. It saw just how useless Ash really was and was like, "yeah, I'm not vibing with your phony "future Champion" shit, son". It only fought when it respected it's opponent, like against Magmar, or when it was pissed off, like with Aerodactyl. It wasn't having Ash's nonsense with Team Rocket or with lesser Pokémon like Bellsprout or Venonat. It wasn't until Ash did something truly selfless that he finally earned Charizard's respect and friendship.
If Brock had gotten it instead, I doubt it would've ever evolved, and would've seldom even been seen. Brock wanted to be a breeder, not a Champion. Which makes me wonder why he was even a gym leader at all, but that's neither here nor there. Point is, Charmander was ultimately better off with Ash.
