Some of the Punch-Out boxers could moonlight as pro wrestlers. Masked Muscle from Super Punch Out is definitely a pro wrestler, even if the game never explicitly says it. He wears a lucha mask (a heavily padded lucha mask at that - head punches do much less damage to him than they do to other fighters), sometimes attacks with a head butt, and sometimes blinds you by spitting mist.

Would the roster of Saturday Night Slam Masters count? Do non-real wrestlers in pro wrestling games count? Amazon and the crew from Pro Wrestling and Dr. Guildo etc from Tecmo? I've been on the fence about those but I think ultimately, because they have a bit more personality than generic characters or legally distinct versions of real wrestlers, I'm ultimately gonna go with them counting. What about the "Rumble Roses" characters?

Juan Aguacarte, Totstada, Coscorrona, and Salvador in the Guacamelee! games. Though it seems somewhat ambiguous in those games that luchadores in general actually do any wrestling when they're not being undead superheroes. A couple definitely do, at least. There's also Greco, the retired luchador-turned-priest in Chrono Cross.

Just some clarifications since there seems to be some confusions on some of my criteria:
It's fina to suggest charatcers who are clearly references to real wrestlers, as long as they have something else to themselves beyond that. I just don't want blank copies by a slightly different names. By the same token, it's okay to list original characters from wrestling games as long as they aren't just blank slates; they need some sort of clear gimmick or backstory or something that makes them feel like a recognizable character rather than just a player avatar.
Generally speaking, a good rule of thumb is when in doubt, just list them and I'll figure out if I want them to count or not.
Thank you very much to everyone who's already made suggestions, we got some VERY good ones already, some of which I'd genuinely never heard of before. So keep 'em coming, the list is shaping up nicely!

i am today years old and learning that the EWF and DAW wrestlers on WCW vs NWO Revenge were actually based on real wrestlers (moves and taunts not looks) I actually learned that a long time ago when reading a FAQ (remember those?). It made sense in hindsight because in "WCW vs. NWO: World Tour," the DOA and IU (Independent Union) wrestlers actually were those wrestlers but under different names. I recall reading that Mr. Fuji tried to sue THQ for a wrestler having a similar name in "World Tour." I think it was also like that in "WCW vs. The World" where they also had Japanese wrestlers, as well as MMA fighters. That game was the American localization of the original "Virtual Pro Wrestling," by the way.

On the subject of Alex from Street Fighter, his ending in Capcom Fighting Evolution has him squaring off against Haggar in the ring, but a background story says he won a Vale Tudo tournament, KO'ing Balrog in the finals.
So, I guess he's a multi-faceted fighter?

I should mention Ricardo from "Fight'n Rage." Some sources say that he is supposed to be a wrestler. I should also mention the boss character of Attary from that same game, as well as variants of that character. He seemed like a wrestler.
Oh, and since Max from "Streets of Rage" was mentioned, I should mention Abadede from the first two games. He was the boss character who was clearly based on The Ultimate Warrior.
