Clearly, it was impersonating a foreign monarch, orchestrating the kidnapping of said monarch (who was actually him), so that he could trick Batman into endorsing a personal check from the monarch (who is actually The Joker) to ruin him as a crimefighter.
I don't see how anything else even comes close, really. Like, The Joker stuffed his robes with hay bales, even! That's commitment.

It's still not on the level of stealing 40 cakes. Idk. Defrauding the work of a baker is pretty bad. But farting in a jar and trying pass it off as someone else’s to be smelled by an unwilling party is pretty egregious. It’s not quite kink shaming, but it’s certainly in the ballpark. |

His most diabolical plan was the whole storyline of the movie Anger Management. I'm pretty sure those two characters played by Jack Nicholson are the same guy.
