With the right talent, this could be pretty cool. However I have a feeling it could very easily be crap, so I guess we'll see.

Hmmm, this is going to be tough.
One of the biggest critisms of the X-Division is its lack of psychology. With this possible new thing for the X-Division, it completely takes the psychology out.
In every wrestling match, a wrestler tries to do two things. Try to win and try not to lose. With this, they're just doing crazy flippy moves for no rhyme or reason to impress judges.
No, they shouldn't do it. At all. This isn't gymnastics. This is pro wrestling.

It could end up being ground-based.

The way I read it, they'd declare the winner not by who wrestled the match the most competitively, per se, but who was the most entertaining. For example, if two guys wrestled and one guy got beat up most of the time but selled excellently and the other guy was kind of bland, the guy getting beat up would win via judge decision. I could very easily be wrong.
Either way, this would be a bad idea. A better idea, IMO:
Guys get in pairs. Each member of a pair wrestles the other, and the pair that puts on the best match wins.
Also, it should be a new division entirely, NOT the X Division. Leave that how it is. Or, er, change it to how it was when it was the most entertaining, anyway.
EDIT: It also totally kills kayfabe, but maybe they could cover that, somehow...

Then it would have to be a match similar to the finals of the PCS Tournament, with the 10 minute time limit, and if the two combatants don't beat each other, then they go to the judges. If it was like that, it could definitely be doable. But if it's just based on the moves they do and how entertaining they try to be, then it's a bad idea.

I'd just impose the time limit and have matches run like that

Or how about we just go back to when the X Division guys actually had competitive matches and TNA was still stealing away ROH talent. rawrgh.
Have them hire MMA fighters if they want to do shoot stuff. I actually don't think it would be TOO bad an idea to have an MMA division, but they need two hours and enough money.

"The outcome of the match would be in the hands of real judges as they'd decide the outcome as a shoot on who was legitimately the best performer in the match."
This just doesn't sound like it could possibly be true. REAL judges? Judges I could buy, but ones that actually do decide who they pick themselves and are in no way predetermined? That isn't going to happen.

its a nice thought but won't work. You'll have guys no selling, guys pulling off crazy flips, guys moving out of the way of crazy flips, guys constantly reversing moves (not in a good way either), and guy stiffing the hell out of each other. Pro Wrestling is a fixed competition, when will people accept that? You want real fights, there's MMA, UFC and boxing. Wrestling is something else entirely.
