Best would probably be Kurt Angle for me. His submissions in Mo Mercy were deadly and is always one of the most powerful in all the Smackdown games. As for worst, probably Hulk in all the AKI games. His moveset was just god awful.

Best: Perry Saturn in Revenge. GREAT moveset. Also, Mysterio (also in Revenge) and I ended up doing plenty with Van Dam in later Smackdown games.
Worst: Eric Bischoff, in pretty much every game he's been in, but especially in Revenge, due to his lack of grapple.

Lesnar in HCTP is just insanely powerful.
And in the season mode of the same game, Triple H tends to win all the titles.

I remember when I was younger we used to play WWF Wrestlefest and kids would always be like "Don't pick The Million Dollar Man,He sucks!".To which I always replied "Are you nuts?Ted DiBiase is awesome!",then I'd pick him and proceed to put everyone else out with The Million Dollar Dream.

Lesnar. I remember in SD4, the old grapple system (the better one), I loved picking him in Rumbles cause you could just run in and just hit spinebusters on people (without having the grab them first, the way it should be), was awesome...

Ken Shamrock in the AKI games was a monster, at No Mercy, he was harder then HHH!
Stevie Richards was a great overall character at No Mercy even!

Worst : Rick Fuller in WCW Thunder.
Best : Reiko Hinomoto in Rumble Roses. She's not real, and she's just animated boobs, but she has Look to the Sky as her theme. She also seems to be the only character in the game who favors grapples over panty-shot style submission holds.
