-It's rumored that Vince is now on a mission now to "fix" the ECW brand after he's had enough of the lowered ratings and the various problems. Not to make it the old ECW or anything like that, but to make it a brand that can stand on it's own two feet and to make it a long term permanent fixture in the WWE world
I wish him luck.

Isn't Vince the reason ECW is broken?

I honestly don't trust news like this when it comes to what Vince thinks of it. Sci-Fi said they are good if ECW had a 1.0 rating and ECW right now is exceeding the expectations.

MORE Bobby Lashley! MORE, I SAY!
Fewer old school ECW stars! It's THEIR fault the ratings are low!

Isn't Vince the reason ECW is broken? that, and i'm sure being surrounded by yes-men doesn't help i hadn't watched wrestling since Lesnar left, then the One Night Stands brought me back so this resurrection of ECW had me really interested.. but it's not a viable alternative the the other 2 brands. i don't know what you could do at this point to make it more enjoyable, other than axe the Expose.

Four words: Kevin Thorn, Television Champion.

He could start by making all the matches be fought under Extreme Rules as a default.
Next he would need to get the title off Lashley and give it to either Sabu, Dreamer, RVD or Sandman.
Then bring in some luchadores to wrestle good quality matches, I dunno maybe switching Elijah Berk with Super Crazy would be a good start.
Then build from there perhaps a tg team division.

Four words: Kevin Thorn, Television Champion. i would like that, and not just cuz i love Thorn's gimmick and moveset (what i've seen thus far anyway) the TV title would actually give matches a reason to occur, rather than random 3 week feuds with no closure at all

I see it now. Punk beats Nitro. Snitsky attacks Punk. Rodimer attacks Snitsky. Test attacks Rodimer. Macho Libre attacks Test. and on, and on, and on.

Vince vowed to 'fix' ECW after it got his neighbor's dog pregnant.

If he hadn't touched it in the first place it wouldn't have needed fixing

Isn't Vince the reason ECW is broken? How is Vince to blame? ECW never had the finances needed to succeed. They tried too hard to become a major promotion over night and dug themselves into a hole and could not get out. Sure ECW was somewhat popular for a little while. But that was due more to the wrestling boom of the 90's. Everything in pro wrestling was more popular. But even at it's peek ECW never had a large following. If anything Vince should be given credit for bringing back ECW. It may not be the ECW of old, but if were to have remained shut down, ECW's tremendous (albeit brief) history would be at risk of being forgotten all together.

Here's a crazy idea for ECW, feuds that have promos and a purpose.
If they're going to focus on wrestling, they need good workers. When you just throw a couple hosses together and there's not even any point, it's the worst of both worlds.
