The Royal Rumble is one of the Premiere WWE events and as such the WWE championship committee is dedicated to never being stagnate, but improving on the event year to year. As such every year all participants, several weeks prior to the event, are given a package that outlines the various rule changes for that year's Rumble. For instance, In 1994 Being thrown over the top rope and then land on, and subsequently riding a midget, or team of midgets, back into the ring was perfectly acceptable, however in 1994, the team of midgets could not exceed 3, and could not be members of the Screen Actors Guild.
Not a bad kayfabe explanation actually.

What about the Rumble Benoit won. Spike Dudley officially never made it to the ring so technically, he should have either still been in or won the match :-D lol

who else found it great when maven eliminated undertaker (back when he was a biker heel) so undie climbed back in, dragged maven out of the ring, beat him within an inch of his little baldy life, then ate some popcorn to celebrate.
