I don't know about best wrestlers, but neither of the Dudley Boyz were in a Rumble match ever, and Spike was only in one, where he got chokeslammed by Kane before he entered.

Steamboat might work, but he wasn't long for the company by that time. True, but he did come back with that ridiculous fire-breathing gimmick and was also not in the Rumble. Here's one that just dawned on me - was Dusty Rhodes ever in a Rumble? Steamboat didn't have a long stay in the WWF when he came back as The Dragon. He was there summer-fall 1991 if I recall correctly, so he wasn't even around for the Rumble. Dusty was in the 90 Rumble match. His last WWF appearance was a year later wrestling with Dustin against DiBiase and Virgil on the Rumble card. I don't know about best wrestlers, but neither of the Dudley Boyz were in a Rumble match ever, and Spike was only in one, where he got chokeslammed by Kane before he entered. And he never entered the ring, which technically means he wasn't in the match and thus joins Bubba Ray & D'Von on the list I guess...... Hell, I don't even remember him qualifying to be in it (they started that quasi-tradition in '04) so he was just filling space I guess.

Mr. Kennedy, Umaga, Boogieman, Brian Kendrick, thouse are the best current wrestlers that have never been in the Rumble. Umaga was in the 2003 Royal Rumble as Jamal of 3 Minute Warning Elijah Burke missed out on last years Rumble....that was weak

He was supposed to be at the SSeries that year (in the match with Duggan, Slaughter, Col. Mustafa, Hercules and others) but was replaced because he left the company.
