This is only counting WWE wrestlers during the existence of the Royal Rumble and were with the company at the time of a Rumble.
I think the first name is Scott Hall obviously. He was never in a Rumble because he was too busy defending the IC belt every year.

Nope. But Andre was in 1989 and 1990. The easy answer is Scott Hall. It's amazing he was never in one, as he could have easily been a believable winner. Hall could've easily been very entertaining in the event regardless of the outcome. I can't think of anyone else as prominent as him who missed the event over that span of time. He was defending the IC belt at 94, 95, and 96 while challenging Bret Hart for the WC at 93.
