Well Chris Benoit really had a look that told you he would kill you without feeling any remorse if you pissed him off (No, it has no link with what he did, I always thought he looked that way). And he looked pretty dangerous too.
If not, Triple H in 2000 was a hell of a heel. I know I wouldn't have messed with him. He looked very dangerous.

I've always wanted to see someone who used to be a Rocky Maivia style white meat babyface who debuts, and is completely rejected by all the fans, with even some of the wrestlers mocking his remarkably outdated, and lame personality.
Several months later, and wrestles. He is a remarkably cruel and sadistic heel when in the ring, with a devilish grin, and perverse enjoyment of his infliction of pain. As soon as the match ends, though, he's the same 80s babyface he was before. Same mannierisms, same promos. Nice to the announcers, fans, and divas. More or less like Waylon Mercy but even more twisted, due the trauma of being rejected by the fans.
His insanity and complete lack of empathy would be such that he would make his opponent bleed,and then shake their hands and get their picture taken with him after the match ends.
I've also wanted to see a Salieri type heel. Ideally this would work with a Rock or an Austin, but the likes of a HHH or a Cena is fine too. For storyline purposes, I'll go with Cena.
Fairly blue chipper style babyface gets an exibition, non-title match with Cena. This babyface is not exactly cutting edge, and isn't too different from the wholesome, moral good guys of the 80s, but he is fairly talented. Cena wins obviously, after his opponent does some foolish (in hindsight) maneuver, that John easily counters.
Following the match, looking at the replay, Cena chuckles at what the man tried to do. Not a belly laugh or even mocking, but certainly amusement. JR and King put the guy over as good but nothing compared to Cena. Babyface looks distraught following the match, and he disappears from WWE programming.
Two months later, he returns and beats the holy hell of of John Cena. More than his shocking attack is his demeanor. He is at an odd calm, practically peaceful about it the violent act he's commiting.
Next week he is given the mic and again seems very calm. He explains that he was a kind, decent, person, never treating anyone badly, who got into the wrestling business because he believed that god granted him gifts in the ring that he felt he should use. God had made for him a path that he could follow, provided he remained a decent man.
But then Cena beat him, and it was clear something was incredibly wrong. And upon hearing that laugh, that damned laugh the champ did after beating him, he realized something.
"It wasn't Cena who laughed at me. It was God."
For all the moral and great things he did, the almighty granted the greatest in-ring abilites to Cena, a foul mouthed (listen to his album), rebellious thug who has spent his entire career belittling his opponents. The match with Cena was little more than a way of God of humilating a good man, and showing that all his piety and virtue meant nothing.
And now he has nothing left, no mission in life, except to defeat God, to fight back with every diabolical means possible in only one way: destorying his supposed vessel of talent, John Cena.

I'm thinking something like 1996 Goldust, but more into getting his opponents into bondage type situations.
A form of creepy that loves violence in any form.

The nWo was scaaaary...like a gang, when they were around it meant business. When they first started, of course. The whole, WHO THE HECK ELSE IS WITH THEM didn't make it worse.
Also, I always wanted to see Vince McMahon as the scary boss heel. I forgot who I was thinking about a few weeks ago, that was an evil, conniving, sadistic boss. It would mean Vince doesn't show up too often, but when he is there, people freak out.
OH!! Like if Vince was the kind of bad ass hole like Meryl Streep was in Devil Wears Prada. No joke. Imagine all the up and comers who are wussy around him and stutter and what not...I liked how Vince was speaking to Flair, but it is hard to take seirouisly b/c of their being so damn close to age.

A manipulator, Jim Jones or Hitler type of dictator who appears on the outside to be helping others , but is really looking for his own personal gain and manipulates and uses others to get what he wants and has inferiority complex. A more subtle type of heel, someone that doesnt come acrossed as a downright heel but it turns that he really is though using others. They tried that with Sean O'Haire. And it won't work without doing severe damage to the company. It requires him to make several wrestlers look like fools in short order or he appears to be a failure. So basically a feud with this wrestler is a massive push down the card as soon as it's over.

I actually always wanted to see someone who is cold and calculating, a total block of ice. Any of you who have seen the HBO show Rome-picture a wrestler who emulates the adult Octavion. The guy would have to be quite an actor to put on such a performance, but it would be a radical change from the usual wrestling heel. A guy who does not get mad and scream about how he was cheated out of victory, or boast and brag when he beats someone. He just says he's going to beat them, and does it. And if he loses, he just shrugs and says "another day." Whenever an opponent gets right up in his face, he doesn't even flinch, he just takes it all, and stops now and then to flash a really sadistic smile. The guy he's feuding with could grab him right by the throat, and this guy won't even move an inch, and his opponent just crumbles when he sees that there is no fear. Would that be scary?

HHH was the perfect heel. Sadistic, brutal, and dominate. He looked out for number one and f***ed everyone else over. I miss heel HHH.
Also the original Mankind. He was just outright creepy. Foley has that cry in his voice that allows him to play a tortured soul, and he pulled it off so well. It's like he channeled a part of him that he doesn't allow out to be that character...like a deep enrooted hatred he had buried and released as Mankind. I loved that character so much before he became a face.
But for a new terrifying heel? It doesn't need to be so out-there and it doesn't need to be so brutal. You just need a guy who has the talents on the mic to cut a snide, snarky promo about torturing his opponent, and someone who shows pleasure for misfortune. I'm thinking like Kane's first run without the mask, he was quasi-creepy, just torturing people and using that sadistic look on his face that he enjoyed what he was doing. They don't need to be ex-cons or Hannibal, they just need to look like they enjoy what they do, torturing people. Phychological heels are good too, people who get pleasure out of mind-f***ing other people, like Roberts.

A guy who is constantly on the verge of snapping. Completly emotionless untill some one upsets him or hurts him. He is doing a backstage segemnt, calmly talking to someone and another person bumps into him causing him to explode into a violent rage. The guy would ahve to go completly berserk, howling screaming and just brutalising the guy.
He has a whole team of security to sedate him after his matches and put him in a straight jacket. In the ring the guy would work an incredibly brutal stlye, not really wrestling just pummling any one in his path. Preferrably he would be a small guy and be picked on by one of the hoss wrestlers. The guy would snap and destroy the big guy. The guy finally gets beat in the ring by some heroic face and starts stalking him.
