Because he was a good wrestler who had charisma and a big internet fanbase.
Honestly though, he failed because they didn't give him the chance to succeed. He was given what, maybe a month to develop the Con-Way gimmick before they sent him off to losing on Heat? They treated him like just because he didn't get a reaction from one crowd that he was a waste of their time. Which is funny because if you look back and even currently, there are plenty of wrestlers who've gotten zero reaction that they push anyway. Hell, just look at John Morrison. The crowd didn't give a damn about this guy one way or the other when they put the ECW Title on him.

You can't get over if the company gives up on you. They started to give him a push, but then they just completely gave up on him. There was a time when WWE seemed to be very impatient and never let their workers have time to get over. This is still true today when they initially give Paul Burchill a shot on Raw, but take him off TV before he really has a time to make a name for himself.

what they needed to do was some vignettes of Conway actually......... CONNING people. Sure he can blab all he wants about doing it the "CON WAY", but freakin' show us.

His gimmick didn't get any heat. With most heels, you usually have a reason to hate them. But with Conway, he got no reaction because nobody had any real reason to hate him, or any real reason to care about him. He rarely did anything too heelish, but people knew he was a heel, so that's why he ended up getting the Conway Pop. He had a gimmick nobody cared about. Yeah, that's true. I mean he'd cheat a little bit, but he never beat anyone down with a chair or attacked anyone the fans cared about.

Well, remember when Conway was the legend killer.. the guy that was picking fight with legends. Then all of a sudden that gimmick got transferred to someone else when they realized people didn't like wrestlers who picked on nostalgia. That i so true. I forgot all about that. They did kind of drop the gimmick from him and made him a jobber and pretty much just let Orton have the exact same gimmick. I always thought Rob Conway could have gone a lot further if they had pushed him towards the IC title. I'm not sure if you're being sarcastic but orton's legend killer gimmick preceeded COnway's by a great deal.

IMO the La Resistance crew should've been sent down to the developmentals a while where they would work-up new names and characters.
Dupree needed to get away from the Frenchie deal. Conway suddenly being a metrosexual egomaniac seemed silly. If they'd have given that character a try-out period out of the spotlight he wouldn't have had to been a bust.

I honestly think it was just a case where you can never be completely sure what a crowd will love or absolutely shit on. He had all the right tools to get over as a good heel, he was solid in the ring, had a good look, and while his gimmick was nothing new... it was a good jump-off point to try and make it his own.
Unfortunately, it just didn't get over.

He didn't win enough nor did he have enough promo time. The only way you're getting a heel like that over is to have him take out important faces in the ring and one up them outside it. The fact that we never truly got a sense of what the "Con Way" was after his stint there is indicative of how little they did with the gimmick.
