Since it's heavily debated whether certain wrestlers ever had a decent match, how about we mention wrestlers who rarely go over the decent mark.
Test would be one. He wasn't atrocious, particularly in his long hair days, but he was not one to wow you. He deserved a Euro title run, but perhaps the IC title was pushing it.
Any other examples you guys can name?

David Flair = Epitome of Mediocrity.

When I read the first sentance of your post... Test imediately came to mind. The guy is the poster boy of being "average at best" yet received future main event caliber push after push. Billy Gunn, Bob Holly and to a degree JBL round up my list.

I love Bob Holly, but he is Mr. Mediocre... reliable, can work either side of the fence, slots into teams with ANYONE, is over enough to slide up and down the card with ease - if you had a graph with tag team ability, heel/face ability, and overness, he'd be smack in the middle. Good dropkick, too.

I think he is above average as a Tag Wrestler I think JBL is also above average. I think Bobby Eaton was pretty mediocre as a singles guy. He was the epitome of solid, but probably would never be considered for anything beyond a TV title reign. He was an excellent Tag Team wrestler, however.

Kenzo Suzuki, in his WWE run.
Sylvain Grenier, too, probably. Rene Dupree was a little better.

So maybe I am being unfair on that. I agree with Sylvain. I think they had something with his Runway Model gimmick. You could probably say that all three members of La Resistance were pretty mediocre outside of that Tag Team. I think Dupree could have been an above average wrestler, but he seems to have below average intelligence. So i guess that works itself to being mediocre

Good points.
How about Chuck Palumbo?

Chuck Palumbo, pretty much the same as Billy Gunn. A total flop as a Singles wrestler. Pretty good in various Tag Team roles.
How about Chavo Guerrero?

I think Chavo is talented enough to where he's above mediocre. He had some great matches in Los Guerreros with Eddie, too, so I'm sure he's decent in tag teams.
Hmm... Kamala?

Kamala's monster heel stuff from the territories pre-WWF is awesome. Nobody sells like Kamala.

I thought Kamala had some real good matches with Hogan and Steamboat in his early WWF days. And I heard he was a force to be reckoned with in Mid-South as well.
Luther Reigns?

Chuck Palumbo, Sean O'Haire, Sean Stasiak and I would say Mark Jindrak, but apparently he's really stepped up his game in the last couple of years.

I am on the fence with Sean O'Haire. I really liked his first stint when he teamed with Jndrak. I thought he had some potential. I think he was a victim of the WCW buyout.
How about Lex Luger?

Luger had good matches with Flair, Sting Most of the stuff in 89 he had some of his best matches. Most people forget that early in his career Luger was not a bad wrestler
