I don't think pyro is particularly a "waste of money," especially Kane's. The gimmick itself is built around fire, so pyro for him is pretty much a necessity.
There are a few real, definitive answers to this:
1) The XFL
2) The WBF
3) WCW flying their entire roster and staff to every show, due to the fact that everything was pretty much written as it was going on.
4) WCW paying Lanny Poffo an obscene amount to stay at home and do nothing just so they could use the Gorgeous George name, which they confusingly wasted on one of Macho's valets.
5) WCW bringing in James Brown with no promotion at all. True, Ernest Miller had been hinting at him, but to have a big appearance like that without using it to potentially draw more buys for the show is a real waste of money.
Though it isn't technically what you're asking, WCW also lost out on tons of money by having Nitros and PPVS with no gate, i.e. Road Wild, shows from the beach, spring break, etc.
Didn't WCW pay a ridiculous amount to members of Master P's entourage (who did nothing), also?
Basically, I would have a hard time saying that the Nitro concerts, KISS, Jay Leno, Raw guest hosts, etc. are a "waste of money," because they all at least constitute money being put back into the shows. Whether it's successful or not varies, but at least it's an investment. Paying people vast sums of money to contribute nothing when that money could be pue toward something useful is a true waste of money.

Some of these I do disagree with, but I would say that the performance during the battle royal at WrestleMania 25 was something that felt this way.

The PPV with the Bodyslam Challenge that was supposed to make Luger into the next Hogan. After the expense of shooting from an aircraft carrier with all those athletes and REAL AMERICANNESS...fans decided they liked Bret and Shawn better anyway.

Last I checked people over 30(which I'm not and I still care about wrestling history so there goes that theory), have disposable income to spend on things like DVD sets. In no way can Vince buying those libraries be considered a waste of money. Plus he who controls the past controls the future.

Swoll was paid half a million dollars to put on about 3 matches and then sit at home for the remainder of the contract.

The ICOPRO supplements that went with the WBF.
Vince knows how to promote wrestling. Outside of wrestling though he has had some failures.
Of course alot of people(including myself) always laugh when his outside ventures in other business go down in flames.

After re-reading the Death of WCW book, I have to say one of the biggest wastes was all the celebrities WCW brought in from 1998-2000, when we had the "privilege" of seeing Master P, Jay Leno and Karl Malone compete.
Also, some of the silly bs they did like bringing in Michael Buffer, who knew nothing about the product, and buying helicopters to show Ric Flair being jumped by the nWo in a field.

Kane's ring post firebursts (when not on PPV). Non-PPV Pyro (though it seems Linda took care of that one) Brock Lesnar (though WWE couldn't predict him quitting like that) Kid Rock WM25 Empty Arena matches Black Saturday WWF/E Films Jeritron 5000 when it got smashed Undertaker's elaborate entrances Wrestlers who hardly wrestle (like Funaki, Curt Hawkins, JWY, etc.) Wrestlers who didn't get put to good use (Braden Walker, Kizarny, Hade Vansen, etc.) 90-day no-compete clauses (seriously is TNA a threat like WCW once was?) Tape Libraries of old wrestlers/matches that I doubt very many people under 30 even know or care about. JBL's Limo and special celebration pyro No compete clauses really don't cost the company much money, and the only thing they prevent the performers from doing is going on tv or PPV. They do spend obscene amounts on pyro though, particularly when every entrance would be 5,000 times more awesome if they went the Gillberg rout.

Inoki buying an island from Fidel Castro because he claimed there was treasure on it. Inoki embezzling the funds from NJ because he wanted to fund scientific research in order to surpass Thomas Edison, a guy he supposedly hated. You know I honestly think Inoki may be the most corrupt man in wrestling...If everything I've read about him is true.
