Like others said: it depends. If you do nothing to get out in the world and attempt to be social, and even put yourself near a situation where you could lose your virginity, then the "loser" tag seems kind of likely.
But yeah, some people choose to wait, some people are abstinent for whatever reasons, and some people try to be social, lead healthy, normal lives, but just haven't gotten their's yet.
Some losers are virgins; some virgins are losers; there's no blanket answer.
Put it this way; if I were hanging out with a buddy who was social, who was fun to be around, who was just a good bud, and he let it out one day that he was a virgin, why on Earth would i start looking down on him?
If this same guy was always looking for excuses not to go out or being anti-social in other ways, it might make me see him as a loser...but he'd already have been acting like one, regardless of his sexual status.

if you're a guy it depends on your age...if you reach 40 and you're still a virgin well...Steve Carrell was a loser and I'll leave it at that...of course thats really only if you aren't one by choice...as for women...since they are superior in every way they aren't losers for not putting out...though for some of us guys they are goals

I'd like to think virgins are not losers, but society would indicate otherwise. I'll vote No anyway. Does that make me a loser? I don't broadcast it, but at 33, still haven't been to the promised land.

Several years ago, I remember there was a story in the news about this elderly man (in his 80's, I believe) that, after having been a virgin his entire life, decided to get a hooker in Nevada. He'd been saving himself for marriage, never married, and it never happened. Sensing his impending mortality, he said "Screw it" and went and got some skank at the Moonlight Bunny Ranch to do the deed.
Afterwords, he said something to the effect of "It was alright, but it wasn't as good as a big plate of ribs".
My point is, either he had a lame hooker (quite possible), or his rib recipe is the best thing ever.
