Conor Oberst. I have a lot of friends who like the lyrics and music of Bright Eyes, but they just can't take his voice. I understand that, but I find it incredible. He addresses that in "Road to Joy" Well I could have been a famous singer If I had someone else's voice but failure's always sounded better let's f*** it up boys, make some noise

Along that same vein, The Mountain Goats. The dude has a FANTASTIC voice, but it's unconventional. Lots of people get turned off by it. Same with Julia Stone. Wow, I just marked out a lot for a Mountain Goats name drop. Wow.

I'm honestly surprised that no one has mentioned these names:
Rod Stewart Sting Bryan Adams
All three of these guys definately have unique voices that they know how to use but they aren't what I call a "signer's voice". Stewart's voice set the standard for 'raspy', Sting always (to me) sounds like he's just a little out of tune, and Adams doesn't sing as much as bludgeon a song into submission... but they all work with the music they create and perform.
Re: the second part of the OP's question... I've heard a few songs from early in Jessica Simpson's career where she tries to sing and she does really well. A few years later, it seemed that she changed her singing to a throaty 'sexy' voice ("These Boots..." is the example I'd use).

Can't believe this hasn't been mentioned yet: Dave Mustaine
His voice is probably one of the most debatable factors into whether one likes Megadeth or not. Admittedly, though, that band wouldn't be the same without it.

I've really got to disagree with a lot of the picks in this thread. To say that the likes of Willie Nelson, Neil Diamond, Axl Rose and the like can't sing is mad. I'm a trained singer and would define a good singer as someone with range, vocal dexterity and the ability to hold their own melody despite what is going on with the instrumentation around them. By that defenition, these guys are GREAT singers with recognisable voices. It's no good comparing them to pop singers who song in a generic way though, thats like asking why the guys on Broadway don't sound like Pavarotti.... Or why a Martin acoustic guitar doesn't sound like a Les Paul plugged into a Marshall Stack turned up to 11. You're comparing two very distinct and different things! (apologies for the rant, I got literally No sleep last night and I'm full of flu so I've jabbered on far more than I should've).
However, on topic.... I'd agree with post-SwordfishTrombones Tom Waits, I'dd add Shane MacGowan and Amy Winehouse absolutely cannot sing! (check out any live videos, even when sober she cannot follow the music at all - massively overrated)

these days...Liam Gallagher...however, from 1994 - 1999 Liam had an outstanding voice...and then touring and everything made him into the snarling through songs guy youve heard for the last 10 years.

I've never heard him sing sober. Can't believe not one mention of Lou Reed yet. His most famous solo song consists of him talking through the whole thing, and he kinda did that technique when he was with The Velvet Underground as well.

Willie Nelson end thread. I love Willie's voice. Especially in his early work. Johnny Cash was awesome..even his last few albums when his voice was off, he was great. I find it made the music more meaningful.

Seconded Kurt Cobain. A grungy voice for a grunge band, how quaint. It fit the material he worked with; you don't want to come off like Pavarotti when you're talking about death and the ills of society. Actually a lot of the "alternative" groups have a lead singer who sounded like the scraping of an overloaded pick-up's rear bumper along a gravel road, but that was the style of the music back then.
