Like others have said with Batman being a fugitive it might be kind of cool if another hero comes in to catch him or something like that.

He'd be perfect for Nolan's Batman, They could also use the current storyline they have with him AND how he's got Batman's villains working for him (Except two face)

Harley makes the most sense to me.
Re-imagine her story a little. She is obsessed with the legacy of the Joker and what he did to Gothem. She blames Batman for his "death" (I'm guessing that he will be dead of in jail.) She goes on a crime/murder spree so the Batman has to come out of hiding. Harley attacks with full force for revenge. Heck, Nolen could create his own League of Assassins with Harley and Talia al Ghul. Both are after revenge.

I would be totally fine if they recasted the Joker. Seeing Two-Face return would be enjoyable as well.

I'm not sure if he has a reputation for doing it, but I could buy him doing it in this case, because we've had about five or six conflicting stories on what's going on with the new Batman.

I'm not sure if he has a reputation for doing it, but I could buy him doing it in this case, because we've had about five or six conflicting stories on what's going on with the new Batman. As I've been saying for the last two years (not that any of you listened to me), every story you've heard so far has been based entirely on fan speculation. There's never been any hard evidence that Riddler was going to be in this film. The exact same thing happened with TDK. From late 2005 until like early 2007, it was generally accepted as fact by the fanbase that both the Penguin and Black Mask would appear in the movie in some capacity. It was even "confirmed" at one point that Philip Seymour Hoffman had been offered the role of the Penguin and turned it down. It was later revealed by Nolan himself that he never had any interest in using either character. And let's not forget the original "frontrunners" to play the Joker, Paul Bettany and Lachey Hulme.

I hate the title, but I hope they go with a re-cast of the Joker. He's too good of a character for just one movie in the series.
And I wasn't too big on the idea of the Riddler being the lead villain anyway.

How about the sequel be the League of Shadows returns to finish the job they started in the first movie and Al-Ghul unleashes a slew of villians to destroy Batman and Gotham City from the in the inside out. Al-Ghul is the mastermind and isn't seen for most of the movie, sort of becomes the Wizard of Oz of Gotham but has sinister plans for Gotham and with the combined effort of Deadshot (Tom Hardy would be an obvious pick) who is the main villian, Bane, the Al Ghul's bodyguard, his daughter Talia Al-Ghul (who falls in love with Bruce Wayne, without knowing his secret) and Black Mask a former thug who was accidentally massively scarred by Batman and wears a mask over his face to hide his badly scarred face, takes over the Gotham City crime syndicates but dosen't realize the extent of The Leagues plans.
Honestly this could be awesome and the battles between Deadshot an expert assassin and Batman could be amazing, especially if Tom Hardy plays him and if they could craft the tragic love story of Talia and Bruce vs the hatred Ras has for Batman and Gotham in general it could really make an awesome movie, plus Black Mask as the unknowingly catalyst for his own destruction and driven by revenge and greed could really complete the message of the movie.
So my picks for the characters in this movie would be:
Batman-the hero
Ras Al Ghul-the "Mabuse" of the film seen very little and only shows himself at the end
Deadshot -The main villain who wants to kill Batman to prove his own worth as the best assassin in the world, and is hired by Al-Ghul to do just that
Black Mask -New kingpin of Gotham, takes over the underworld after Joker completely destroyed it he is spurred on by both revenge and greed and is promised that he will be able to run all Gotham in Al-Ghul's new Gotham but in the end is betrayed, think of Al Pacino's Scarface or James Cagney's character in The Public Enemy
Talia Al-Ghul- the love interest in the movie but also is the femme fatale who is fiercely loyal to her father, who plans to destroy both Batman and Gotham. She is a double agent in the DA's office and under a false identity meets and falls in love with Bruce Wayne who she doesn't know is Batman. I could go on more but it would be rather long and most know of the story between her and Batman so basically it would be a tragic love story that forces her to choose her father or the man she loves, a little cheesy but has more meat to it than if they did Catwoman which is honestly kind of boring.
But anyway that how I'd craft the movie and it'd probably be long and epic as I expect this movie to be.
