Bourne sounds like a 12 year old girl. And looks like a dweeb. I'd never be able to buy him as a heel. If anything, turn Daniel Bryan heel, then at least maybe he'd stop smiling like a doofus. Also his move set isn't heelish at all. High flyers always make the worst heels. Agreed, high risk movesets don't work for heels in the WWE. On the Indie circuit it works sometimes but not often.

Cody Rhodes and Ted DiBiase. Now, DCR has taken off, and Ted is.. well, that's something else. But on two separate occasions the crowd was insanely hot, and begging them to turn on Orton. When Orton RKO'd Dusty, the crowd went nuts, and a "Cody" chant actually broke out... and they did nothing with it. Then Ted looked to stand up to Orton, with Randy slapping his face, and EVERYONE is just begging Ted to hit him. Then he stands down and gets RKO'd. So naturally, Orton is turned face by turning on the two guys who he bullied and abused when they finally got tired of taking his crap.

Due to the ADD booking of the creative team there are a lot of times when the WWE didn't strike while the iron was hot.
The night Jericho pinned Hunter aka Burials on Raw and nothing was done with it except making Jericho look weak, Kane not being given title after unmasking, MVP's lack of a push, RVD not given a world title run during the Invasion, and the list goes on really.
I honestly believe a lot of times Vince and his team doesn't like it when someone like say Jericho, RVD, MVP, Christian, or another wrestler that is more talented and more over than Cena or Hunter is cheered over them. I believe Vince takes it personally and decides to try and stick it to the fans, the wrestler that is cheered, and in a way it satisifies the others ego.
Maybe people will disagree with me on this, however, I feel like Flair should've beaten Triple H for the title during their match on Raw too.

Yeah but the thing is guys like MVP or Christian were firmly entrenched as midcard when they got those pops, so it could be dismissed as a one night deal. RVD was mega over during the Invasion era, getting huge reactions and also was viewed as a major star. The problem Jericho faced in 2000 is that there was no place for him in the title scene with HHH and Rock at that point, and Angle was already in the Steph storyline so he got the push instead.
Ironically RVD's overness in 2001 is why Angle wasn't the answer as a top babyface. What kind of American hero babyface was Angle when Van Dam routinely got bigger pops than he did and RVD was technically on the heel side?

Rob Van Dam was just about the most over guy in the company in 2001, right up there with Austin and Rock. He should have won the WWF Title because it's what the fans wanted. first guy i thought of. he was RED HOT during the invasion, and i believe his title shot in a three way at...Survivor Series(??) was the time they should have pushed him to the moon. he was ridiculously over. Recently tho, Kofi. Continually, Morrison. the former has all the tools to be a mega star, he just needs to look legit. the latter can't give (face) promo's...so what..sure promo ability will get you to the title (see: Miz) but Jeff Hardy can't cut promo's (altho he's better now in his heel character, as is JoMo). Point is don't make the man break his body in half for the business to get him over before he finally gets his chance to reign on top. that and he needs better entrance music. Kofi's is explosive and makes fans pop, Morrison's needs some serious tweaking, or just have him go back to his laid back rambling hippie character as the music portrays. no one will cheer tye dye swirly music.

Matt Hardy, say what you will about him now, but he was always over with the fans and one of their better performers. When he came back in 2005 he should've won the feud with Edge and be poised for a run. Instead of being made to look like a joke and always looking like a fool. And hell, when Jeff won the belt at Armageddon back in late 08 you could've just as easily built a feud between them for it at Wrestlemania. Matt helps Jeff out at the Rumble against Edge so Jeff can win. Then while Jeff celebrates Matt nails him from behind with the chair and stands over his unconscious body and holding the title overhead. He then explains his actions saying how every time people would talk. It was always about Jeff, how much better he was. How much of a risk taker he was, how he did such death defying moves. He felt that he had basically became forgotten by the fans and even by his own family. Instead of that stupid promo with the horror music how he burnt Jeff's house day just let him say that the green eyed monster has gotten the better of him and he knows he'll never get out of Jeff's shadow unless he beats him for the title. At Wrestlemania Matt beats Jeff and becomes World Champion. Jeff wins it back a month later at Backlash and swantons him through a table and be stretchered out so he can leave and have the surgery he needed. And look at that, I just made a WM headliner that didn't include Cena vs Edge Round 56921# Speaking of the Hardys, there was also the opposite, when they rushed through a possible storyline: They reunite in November and have their first match together in many years on a regular free TV episode of ECW. Then MNM reunites out of nowhere the following week, and they wrestle on the next PPV. Instead they could've had Matt feuding with Mercury on Smackdown, and Jeff with Nitro on Raw. Then the inter-branded Rumble would be the first time when (thanks to the luck of the draw) all four are in the ring at the same time, leading to the big reunion at Mania.

I could see it working for say, John Morrison back in his ECW days, showing how he loves to rub his athleticism in his opponent's face. Or possibly for a Cactus Jack-type heel, showing that how crazy they are in willing to risk their bodies just to inflict more damage on the opponent.

Actually, I think Matt Hardy did that to himself. His return promo was awkward and weak. And the crowd was pretty much dead for the second half of it. Then when Matt said he hoped Edge died in a car accident, it made him look like a dick...granted he was pissed at what Edge and Lita did to him. The next week Edge cut a promo that blew his completely out of the water. In this case, I think it's Matt's own doing that his push deflated. Not to mention he was so boring and was whining and crying like a jilted 5th Grader..made me wonder who was the woman between him and Lita. Anyways, I think it's Matt's own fault for cutting such a lackluster promo. He had the chance to tell his story, but he rambled on and on like a jackass. That promo alone sealed his fate.

To keep the pirate thing going, they just would have had to turn it down a notch after the Pirates of the Carribean hype wore off. Kind of a guy who dresses with a pirate motif rather than an all-out pirate.

A few people are mentioning Dibiase but I recently watched his return which made me go WTF. After Orton punted him when he returned with Manu & Snuka who were out to get Orton for him kicking them out of Legacy. So Dibiase returns and it looks like Cody has changed his mind and the four are going to jump Orton and then out of no where Dibiase turns helps & Orton & Rhodes take out the islanders.

I came in here to say just that. Raven said in a shoot interview a few years ago that one of the dumbest things WWE ever did was not solidifying RVD in the main-event scene back in 2001 when he was getting louder pops than everyone else on the roster.
