Seriously WWE, he has an 'evil rich guy' gimmick. This is not a hard thing to book, especially for someone actually talented.

Alberto should have an angle where he loses all his money and has to move in with Vince McMahon, doing odd jobs, and Ricardo still announces and does jobs for Alberto in a shabby tux. And his new theme song is this.

I think they need to self-aware Alberto Del Rio a bit, just for fun.
Picture this scenario:
Alberto Del Rio comes out to the ring on RAW. His opponent is already in the ring, let's say Ted DiBiase.
It's your usual Alberto Del Rio TV match with Del Rio getting the victory after applying the cross armbreaker.
Del Rio goes to reapply the cross armbreaker after the match only for Ted to fight him off and toss him out of the ring. Del Rio is pissed off and embarrassed, starting a new feud

I just thought of something better for my Poor Del Rio idea. Del Rio loses his fortune, Ricardo starts wrestling, acheives more than Alberto ever did, and Alberto has to be Ricardo's man servant and announcer. Del Rio does a bad job and most of the time, Ricardo shows him how its done, announcing himself as he walks to the ring.

Apparently, it's his DESTINY to bore the hell out of the audience.
Seriously, he's the same as when he came in, and even then, there was very like going for him. His whole bit was pretty much, he's rich and Mexican and has his own ring announcer. Now Ricardo is more over than him, yet the WWE continues to shive him down the audiences throats.

You know exactly what you're going to get every time Del Rio comes out and you even know who's winning the match. If he picks up a mic just go do something else and be assured you missed absolutely nothing. Whatever he has to say, it isn't worth hearing and you knew already.
Beyond that, he has no storylines. He has feuds, yes. The feuds involve him attacking someone to start it, with a half assed explanation. Immediately following the initial attack, you can expect things to unfold in exactly the same way they did the last time he started a feud.
He has no character either. He looks like he SHOULD have a character, but he doesn't. He has this fancy car entrance and his own ring announcer and it's almost as though it wasn't even him doing it. It reminds me of Kevin Thorn in ECW. He had a unique appearance, a fancy valet, then nothing happened ever. If Del Rio came out one night in sweat pants on foot, without Ricardo, it would come off completely natural after exactly 1 week.

I would book him like a modern day Col. DeBeers myself, instead of a modern day Ted DiBiase. No, not the over racist stuff; but have him refuse to wrestle people he feels are below him in status(playing off the original gimmick somewhat). I mistook Col. DeBeers for Col. Parker for a minute and started to imagine Del Rio coming out in Parker's all white suit except a sombrero and announced for Ricardo. R-I-C-A-Double R-D-Double O! R-I-D-R-I-Double G-U-Double EZ RICAAAARRRRDDOOOO RODRIGUEZ ha ha Oh ain't he muy bueno

why should anyone care about him? Like seriously, boring redundant "IM BETTER THAN ALL YOU" heel promos, he's already beena multiple time champion, hes beaten and lost to everyone on the roster. What can he do that would be exciting?

Del Rio is the ultimate example of WWE's current tell don't show philosophy and the laziness of their writing. No character is more of a simplistic caricature, and no person on the roster has their feuds determined by a preset formula.
You could give Alberto the stupidest gimmick possible (him coming to the ring banging trash can lids together while yelling "I am no annoying!" over and over) and it would still be a breath of fresh air compared to what he's doing.
Do something with his character. Have him bribe referees, put out a bounty on somebody, pay foreign talent to come into the company (but indentured to him), set up a toll in a section of the ring somebody has to pay to access. SOMETHING.

He's just not that good.
Personally, I dislike the guy because they pretty much fired a blunderbuss worth of heelish gimmicks to get the guy over, and still was dull as hell.
Plus he does the same damn thing every time he wins:

That sums it up nicely, you can skip his segments safe in the knowledge you won't miss anything (other than Ricardo being amusing). Other characters may be just as stale but at least with the likes of Sheamus and Orton there's a high probability of seeing an entertaining match or something goofy from Orton. I really don't see Del Rio as a good wrestler, he's by no means terrible (except the flying nothing he did against Orton) but nothing makes one of his matches stand out from the rest of them. Admittedly you could say the same about many wrestlers I do like but I think it's more forgiveable as a face, people may moan about the "same old s***" but things like repetition and "five moves of doom" are historically proven to work if people like them. Worst of all he seems to drag his opponents down too.

Seems to me that he should be one of the easier characters to write for: everyone hates super rich guys that stomp on the little guy, so have him pay off refs, use his wealth to gain favor from the mysterious board of directors, have him smuggle in other Mexicans to do his bidding against their will, give him a hot Latina that he mistreats. Instead he's just completely and utterly boring. He does nothing for anyone. More like no one does anything with him. He's not the booker. It's not like he can just decide to go out and do those things. I don't mean to sound snappish, but it peeves me how everybody wants to blame the worker even though we all understand that somebody else is booking the show. Indiana Miz's post pretty much sums up my feeling about Del Rio as well.

Booking Wise: Well, everything is wrong with how he's booked. They took away a lot of his characteristics, his feuds are whack, etc. etc. Wrestling wise: He still wrestles like he's Dos Caras Jr. His moveset looks cleaner than just about every face in the locker room. It plays into his personal background, but not into his character. He needs a move overhaul. The character can still work, but the booking of Del Rio, and how Del Rio engages his matches need to change. Actually, there are a lot of good points brought up. The main problem is he's just not very charismatic; I can't lose myself with his character in the ring. If Tyson Kidd or Justin Gabriel had his moveset, they'd still be interesting to watch. He's just missing that "IT" factor that makes him a big deal (fairly quick).

In fairness to others blaming Alberto though, there have been countless guys given garbage angles/gimmicks to work with and have made them interesting, Alberto doesn't do that.

Although I don't like Del Rio I'm not sure I agree that he has no charisma, when he first came I remember thinking that he had some great mannerisms and facial expressions (and the wink).
I think the physical charisma is there even if it disappears when he picks up a mic.

Turn him face, make him the GM, and give him the gimmick of being an eccentric rich guy. Have him, say, decide on a whim that just for this week he wants to replace the stage and ramp with a ball pit the wrestlers have to wade through to the ring. Or that he wants a tag title match to take the form of a game of Chicken in a pool set up at ringside. It'd be great.
Maybe could do something where one week he decides to replace the stupid WWE logo statue with a golden one of his favorite wrestler of all time, Mideon. Then the next week he decides he's changed his mind and he's putting the logo back, but now it's blue.

It's not Del Rio's fault. WWE have booked him horribly since WM27.
As for him "not being over", he's no less over than a lot of other heels in the WWE right now. Can you honestly tell me Wade Barrett and Dolph Ziggler get good heat when they're not talking?
