If I wear a low cut top (not often) or a short skirt (more often, haha) it's not for attention but because it makes me feel good and confident to put some effort into what I'm wearing. I know that it will get looks though, and that's okay as long as it isn't open mouthed stares. You can really tell the difference between a casual appreciative look and a more creepy, lingering stare.
And wearing revealing or tight clothing doesn't mean that a woman is a "slut" or should be disrespected in any way.

I mean, one of the things that as a guy I find mystifying is that a lot of guys think that something tight/revealing gives them free reign to ogle at will. And a lot of girls think no guy is ever allowed to look at them, irrespective of what they look like, because OH NO IT'S SEXIST! Dudes just need to use subtlety. Women who try to pretend that no man is looking at them are just plain naiive, and the opposite who think that anyone who pays attention automatically wants to have sex with them is pretty daft too.
