There were a couple of attempts to spin off characters from "Murder She Wrote". A couple of characters who would appear in one show would 'write a letter to their good friend Jessica' and tell the story of another case they worked on (having a show where Jessica would do nothing but narrate). One had Faith Ford ("Murphy Brown") and Bill Maher as newlywed detectives.
"Matlock" also did that a few times, including one with George Peppard as a recovering drunk reconnecting with is detective daughter.

There was supposed to be an "Everybody Loves Raymond" spin-off starring Brad Garrett and the lady who played his wife on "Raymond".
But it was stuck in developmental hell for awhile and he ended up doing "Til Death" as his next series instead.

There was supposed to be an "Everybody Loves Raymond" spin-off starring Brad Garrett and the lady who played his wife on "Raymond". But it was stuck in developmental hell for awhile and he ended up doing "Til Death" as his next series instead. King of Queens is a spin off, so in a way, one materialised

I'm pretty sure that Kevin James appeared on ELR as a different character and later appeared as Doug Heffernan after KoQ got started.

I'd like to pretend it happened anyway and that it is somehow The Worst Witch. The Worst Witch?! That's a blast from the past. Totally forgot about that show!! And, I only caught the odd episode but I think the two originally minor characters that became major on Will and Grace, Karen and Jack, were planned to get their own show too. But I think it ended up being stuck in development for years.

I remember one of the episodes during the final season of Miami Vice was a failed backdoor pilot for a show that looked like it would of been a rip off of 21 Jump Street.
