Diamond Dallas Page. Bring in one of WCW's homegrown faces and have him as a heel right off the bat stalking Taker's wife when everyone knew he was married to the smoking hot Kimberly. Then there was the dropped ball on not ever having a People's Champ vs People's Champ match with the Rock. Not to mention the glorified squash match that was Brothers of Destruction vs DDP/Kanyon. And also that stupid Positively Page crap. That said, they put him into an angle with the Undertaker of all people right from the start. I don't necessarily blame them wholly for Page's WWE failure. That's a helluva way to kick off a career in a new fed, but I generally agree that he could've been used a lot better. The first name that came to mind when I read this was Paul Burchill though. A f***ing pirate in 2006. Just hopeless. When he got with Katie Lea, I thought that was going to be the ticket for him, but they never really got off the ground with that. Pirate Paul was over, and the gimmick started up just in time for the Pirates of the Caribbean sequel. They dropped the ball when they killed the gimmick, because it was working. I went to a SmackDown taping during that time, and he legitimately got a great reaction.

Goldberg.
He's a silent wrecking machine, but they kept making him do other stuff. Even within 1 match, the Elimination Chamber, he was booked strong and had everyone begging him to win the belt.

Respectively was a multi-time champ in the mid-card. Lance is great, but should never have been above the IC belt. While a good hand, may have been missing the 'it' factor.

Lance won his fair share of titles but he spent the bulk of his WWE run in the lower card. He should've never been above the IC belt, but he should've never been so far below it either.

Brand split hurt the mid-carders. Each show needed to establish 5-6 top guys, so the mid-carders suffered.

Kizarny. I have no idea what they were going for with him, but they had a genuinely creepy looking talent with bags of experience who could have added colour to the midcard scene.
Chris Masters once he slimmed down to comply with wellness and started to become good at his craft. 'Yes you've done what we wanted and are now achieving a decent look without steroids, but we wanted a WBF worthy talent, not a chiselled athlete so no push for you'.

Well since the Attitude Era, the new guys that they seemed to have a plan for/used properly were John Cena, Randy Orton, Batista, Brock Lesnar, Edge, the Shield, CM Punk (?), Daniel Bryan (?)....
.....everyone else could be argued as falling into the category of this thread.

Mike Awesome and Raven come to mind.
I'd also add the nWo guys. Hogan of course had a huge run, but the nWo as a brand/group really didn't do anything.

I always though ECW was the only promotion to really get the most out of Bam Bam Bigelow. Both his early 90's WWF run and late 90's WCW stint could have been so much more.

I generally give them a pass on Positively Page because he worked his ass off to make the gimmick work. Hell he spent thousands on his teeth just to get the perfect smile for the gimmick. Vader, Goldberg, and Ultimo Dragon. All three already had killer reputations and WWE did nothing productive with them. I guess they "tried" with Goldberg and Vader, but they had no clue what to do with them and how to present them.
