Ricardo Rodriguez will always be my answer to this. Yes, it was a fluke he got the role, but they could've used him in many other ways, especially in the last year before he left.

Mike Awesome and Raven come to mind. I'd also add the nWo guys. Hogan of course had a huge run, but the nWo as a brand/group really didn't do anything. NWO went to crap pretty fast but I think there was a lot of bad luck in that. Nash injured himself in their first match, the audience wanted hulkamania back and by that point Hall just wasn't that big. He'd never held the world title and by the end of wcw it felt like he was just kind of there because he'd been there at the start. Later when they started adding members to make up for the loss of Hulk and Nash's injury yeah, they definitely lost the thread. Really though, their momentum was killed almost from the start. Yeah, plus Hall's "personal demons" caught up to him pretty quickly. In retrospect WWE would have been better off bringing back Razor and Diesel for a short run instead.
