Attitude Era to present, who did WWE acquire from WCW, ECW or elsewhere -- people with a proven track record that they could get over at a higher-than-indie level -- that flopped because WWF/E had no idea what they had on their hands or what to do with them.
We often hear how WCW didn't have a clue what to do with Bret Hart or Cactus Jack or Jericho or Steve Austin.
But WWF/E dropped the ball on some guys, too.
To me, Shane/Dean Douglas comes to mind, Also Raven and Vader.

A lot of those cruiserweight guys in 2003-2006 or so where they'd be like f*** it and have meaningless 6-8 man matches on PPVs.

Diamond Dallas Page.
Bring in one of WCW's homegrown faces and have him as a heel right off the bat stalking Taker's wife when everyone knew he was married to the smoking hot Kimberly. Then there was the dropped ball on not ever having a People's Champ vs People's Champ match with the Rock. Not to mention the glorified squash match that was Brothers of Destruction vs DDP/Kanyon.

Chris Harris is one of the first guys that comes to mind for me. I think he would have done pretty decently if he didn't gain like 30 pounds.

Sandman. By the time he showed up in WWE they'd pretty much moved past their hardcore phase. He was over with some crowds but there was zero progression in his character it seemed. I still say they dropped the ball by not making him RAW General Manager by winning that battle royal. I know Regal as GM was their endgame, but man, just give it to Sandman for like a month before losing the job to Regal in a PPV match or something. I feel like it could have made for really fun TV.

And also that stupid Positively Page crap. That said, they put him into an angle with the Undertaker of all people right from the start. I don't necessarily blame them wholly for Page's WWE failure. That's a helluva way to kick off a career in a new fed, but I generally agree that he could've been used a lot better. The first name that came to mind when I read this was Paul Burchill though. A f***ing pirate in 2006. Just hopeless. When he got with Katie Lea, I thought that was going to be the ticket for him, but they never really got off the ground with that.
