The ZZ, and to a lesser extent the Sara, votes are now basically done out of spite by fans just trolling the WWE. It's become less "vote for the fat, funny guy or the kind of awkward girl" and come into a "we know they're the worst of the group by now- but we also know USA's going to MAKE them push these two as huge stars- and when we do this, THIS WILL BE OUR REVENGE ON WWE for the years of dissatisfaction they've given us and drawn us to this point. WWE's taken the hardcore long-time fans for granted for so long that we need to strike this as a huge blow against them."
The only problem though- by doing this, these fans voting for them are doing the EXACT OPPOSITE of what they say they want. If the fans' viewpoint is "we want people who actually have talent?" They'd vote for the most talented performers on the show. If the fans' viewpoint is "we want a more indy-influenced show where WWE becomes the indies' finishing school?" Suddenly, Patrick and Chelsea should be destroying all the votes and romping to the contracts as the two indy-experienced wrestlers.
All the things that the dissatisfied fans of WWE SAY they've wanted for so long are being shot in the foot by these spite votes, and anyone who's seen this story for a long time knows that if ZZ or Sara showed up at random on NXT television or WWE TV one week, without the benefits of Tough Enough, they'd be despised and rightly mocked. (Heck, a lot of fans may be EXPECTING THAT and claiming to vote for the ZZ/Sara contracts as their revenge, but REALLY voting for that moment they debut and they can finally change it to the "lol j/k. U MAD?" moment they can have when they turn on them.)
THIS is the reason that people should be fighting it- if you're dissatisfied with what WWE's doing and you need to protest their treatment of the fans, the first step is to make sure, at all points, the same goals are kept there. When you have a firm, stated goal of why you want to change the WWE for the better and get them to treat the fans like they matter, keeping it going and making it clear "we promise you we'll give you the reactions you want from us...hell, we'll even let you have a couple of your own projects, if you just give us THIS ONE!", keeps the onus on them to do what we want and make it clear we can be happy if you do these things for what we want.
Once there's enough proof of the fans who are dissatisfied just wanting to be trolls and derail the whole company just for the lulz, that's when the WWE would realize "the better course of business is to do what we want to and accept they just want to complain" at best...at worst, and most optimum, "We did the math, you're just going to derail all our shows just to derail them, we know it's a problem- and now, WWE is fighting back. We fought the federal government and got them to blink, we fought WCW and got THEM to blink- and now, we're fighting YOU FANS. If we have to make Hornswoggle the WWE World Champ, we'll do it, if we have to make Stephanie McMahon the WWE World Heavyweight Champ and have her hold it for 12 years, we'll do it, if we have to buy every indy promotion, puro promotion, lucha promotion, we'll do it- but we know what's best for business, and listening to you is not it...but as long as you're here, we'll never be able to put on a good TV show again- so therefore, for the good of World Wrestling Entertainment, WE WILL MAKE YOU GIVE UP FOLLOWING PRO WRESTLING ENTIRELY."
Sadly, I think some people are disgruntled enough that they're willing to accept WWE going Scorched Earth on the entire business as long as it means they got to help take down WWE.
They'll accept Mutually Assured Destruction, and ZZ is their 30 Megaton Warhead.
