Besides it being a crass move to cheer for Cena's nose nearly getting murked, it kills the important heel heat Rollins need while trying to become an important cog in the WWE machine. When Piper clunked Snuka upside the head with a coconut, folks reacted like he stomped on a puppy. When Greg Valentine broke Wahoo McDaniels' leg, he got death threats. Terry Funk choked out Ric Flair with a plastic bag and the arena police had to stop the crowd from rioting. Flash forward to current times and those actions will make you a fan fave unless you attack someone like Lesnar or Bryan. Rollins was going for the old school NWA super heel heat and got greeted with Attitude era "being bad is so cool" heat which is not his goal. This isn't something you can blame the crowd for, though. Times have changed. Cena is utterly lame as a character to basically everyone over the age of 10, and cheering the heels has been a widespread trend in wrestling since about 1996. Christ, in NXT Kevin Owens is basically the most vile son of a bitch on the planet, and intentionally wrestles a boring, methodical style, and he gets massive cheers. The business just isn't the same as it used to be. I can blame the fans just like I can blame WWE for the booking. People wonder why it is so hard to get heel heat nowadays. No matter how dastardly the act committed, people will cheer said act and wrestler. Owens tried to make Zayn's spine into a slinky yet he got cheered. Folks here hate the Authority yet they are the few getting heel heat on a regular basis. Rusev treats his ex and current girlfriend like shit yet he get cheers for it. Now let his speak foreign blabber and trash talk the USA, the boos reign down. If Rollins broke Ambrose's nose, he would get heel heat. But since he broke the nose of someone folks will not appreciate until he's gone in John Cena, the crowd cheered. Credit to Rollins for going to the cheap heat route of insulting the city and fans to bring it back to where it should be; the crowd hating the the lowlife, piece of shit heel.

I agree with what most of what you have said, but The Authority, while they do get a lot of heat, veer towards face on a number of occasions, such as when Steph introduced the women from NXT and the times when they tried to stop the heels from interfering in Divas matches (and the alignment is pretty screwed up in the divas division too). And a lot of the time, despite "Best for Business", they just seem to be there on a number of occasions and don't really care about the titles, such as chomping on the bit to strip Bryan of the title, yet doing nothing when Lesnar made off with the title, and only caring about the Tag Team titles when either The Shield or The Brotherhood had a hold of them. Then there is Kane. They hired that guy, despite being a rapist, a murderer, a necrophiliac, having attacked almost the entire roster for no reason at all, the whole "Katie Vick" angle, and having tried to jump start Shane O'Macs balls and the tombstone on Linda McMahon. And that despite never going to business school (having never had an opportunity, being locked in a closet and all) Trips and Steph hire him after he comes back after being taken away by a backwoods cult. It makes no sense. And on Triple H, the tearing down of the 4th wall (Kayfabe is dead) makes it harder to cheer and boo people.

You don't realize that you just illustrated how simple it is to get heel heat. It's like, fans, wrestlers, and bookers don't seem to remember that heels have to antagonize the crowd. You have to get them involved in the show. For all the talk of "cheap heat", do you know why cheap heat is so effective? Because it allows the wrestlers to remember that "Hey, I'm not just following a prepackaged narrative from the writers, I'm trying to play to and off of a crowd of thousands. I'm trying to get them to love or hate me in my own, special way. Maybe I should work towards that!" Yes, Kevin Owens beats the shit out of people. Who cares, though? The fans paid to see wanton carnage like that. That's what pro wrestling is, and always has been about: pretend carnage, just like a horror movie. You can't deny this. The crowd needs more than that to judge who's good and who's bad. The heel wrestlers need to do more. And they need to get away with it. So the crowd can learn to HATE them. And they need to beat lower-tier faces. So the crowd can yearn and ache to see them suffer. It's really not that hard at all, is what I'm saying.

Doesn't sound too difficult to get heel heat.

Question were they in Philly on Monday? This sounds like something Philly fans would do, they did cheer Santa getting beat up before

Yeah I feel the same way. One reason not to pander to smarks is that a lot of the vocal ones are awful people.
