I think last year after Mania they should have did the Cena thing with him , and what I mean by that is give him a mid-card title (IC, US, or heck even both) and just have him run through the mid-card Goldberg style for most of the year and then maybe by the time the Rumble hit we would have a different story in terms of this overness.

Roman didn't have an organic build. People aren't fooled as easily as the wwe thinks they are. There was no real journey, just put into the title direction after the shield breakup. While ambrose had a taste of the title picture, he's won ic, us and tag gold, while having great showings, connecting with the crowd and earning the respect. He hasn't won every match or defeated insurmountable odds, but for some reason people are invested in his journey over roman's.
They've tried to build a journey for roman over the last year and a half, but he's just not connecting like Dean does. They went from a,b,c to r,s,t and then back to d,e,f with Roman and now want to go w,x,y,z by "the biggest wrestlemania ever".

One thing I DO give the company credit for is knowing that a top babyface who's a silent, bad-ass monster just isn't sustainable for very long. There's no character hook for stories, the heels get underdog sympathy, and what do you do when he inevitably has to lose?
Now, Reigns the smarmy, sleazy ladies-man who's still a good guy at heart? THAT'S playing to the dude's strengths.
Anyway, to answer the original question: Yes, dude's got Chosen Hoss stink on him, gotta wash it off and start over.

It's not really his fault but it's a case of "you don't want Bryan, you want Sheamus" all over again with the WWE not listening to the fans.
It's not exactly rocket science. The fans are cheering for Ambrose so you push Ambrose and put the belt on him, simple as. But WWE never listen to the fans and never give the fans what they want so we get stuck with shit.

He puts in effort to be sure, but so does everyone else on the roster - if anything more so given just how often, "Roman is sleeping!" is a thing - and he's blatantly only where he is because of who his family is and because of how pretty his hair is. . A big part of it is that people want to feel like they picked the guy. They want to feel like the choice was theirs and they aren't being told who the main wrestler is.
Not Vince's handpicked boyfriend archetype.
But since the man is a psychotic micromanager, he can't push a guy without going all in right away.

They've gotten over 25 years out of an unstoppable zombie with any interruptions in that gimmick being only for a few years at a time. If that can last so long, someone whose gimmick is just being a wrecking machine would have no problem. You just need to keep giving them fresh meat, which isn't nearly as hard to do as WWE makes it.

I'd say the biggest fault is that as soon as The Shield were done (Heck an argument can be made for before then) Reigns was clearly being groomed as the guy and instead the fans wanted someone else (Moreso when Bryan came back) and instead of the WWE going for one of the guys the fans wanted they have stuck to their guns and stuck with Reigns. No matter how long they dampen his push (especially where there are more popular guys on the roster) as soon as they try to push him again, all the old resentment will be dragged back up
Honestly I don't get the WWEs insistence on him, surely you'd want to go with the guy the fans were responding better to so that you could sell more merch, more tickets etc.

I don't have a clue why they didn't just have Reigns defend against HHH at the Rumble and either have Brock win to set up a rematch, or if thats gonna make Roman look Too Strong, have Dean win so we've got a face vs face match in Dean/Roman where it's OK for Reigns to not have 100% of the cheers because the whole story is about "are you Team Ambrose or Team Reigns?". Plus sets up a possibility to have Seth gatecrash it (for instance to keep the belt on Reigns without it being clean) and set up a Shield 3-way at WM33. It just would have made tons more sense to me and had way less backlash given fans were starting to take to silent killer Reigns.

He hasn't had a fifteen minute promo in a while. And his promos are fine, when Vince doesn't micromanage them with "Sufferin' Sucotash!!!". He can get himself over by being himself, Vince just doesn't have the confidence to allow him just like with others.

His biggest fault is WWE booking. They fail their wrestlers time and time again.
Fans: "Yay Bret!!!"
WWF: "What? You like Lex Luger equally? He's an American Original. Made in the USA 100%"
Fans: "Yay Punk!"
WWE: "We don't understand why fans are cheering for this ungrateful Punk!"
Fans: "Let's go Ziggler!"
WWE: "You want Sheamus???"
Fans: "YES YES YES!"
WWE: "You want that B+ player? No no....you want Batista instead!"
Fans: "YES YES YES!!"
WWE: "Again with that goatfaced troll? No no....you want Roman instead!"

Reigns biggest fault is the push they decided to give him, it's very, very hard to recover from being pushed against the collective will of the fanbase. It's not fair on him, but they painted him as someone whose push is based on looks and nepotism, and his push came far too early, he didn't have a connection with the fans as a solo star but they ploughed ahead anyway as Vince genuinely believes handsome Sir Badjoke-Winsalot is the guy that needs to be the face of the company. I can understand that to an extent because reigns is telegenic as anything, however, fans aren't going to accept it in the era where Vince puts all his eggs in one basket, where only one guy can be the face of the company, it'll never be <name>, <name>, Reigns, like with Rock, Austin and Hunter in the attitude era, Bret, Shawn and Diesel, it'll just be Reigns, Reigns and Reigns with everyone who gets over fed to him in some way, just like we saw with Cena.

Mulling it over a little bit, I wonder if the commentary might also be part of the backlash with Reigns. It is pretty damn obnoxious how he's yet to lose a single one-on-one match clean, even when dealing with cheating he usually decisively wins, he went toe-to-toe with Lesnar, he rarely is even laid out in random brawls when jumped, and nobody's really portrayed as an actual threat to him, but every single win he has Cole always screams like it's a shocking upset no one could have seen coming. If they played him more like the foregone conclusion that he is it'd at least make that aspect of him less offputting and at odds with the story they're trying to tell.

it's a recurring theme in Vince's life where he hand picks a guy for greatness right around the time the audience decides they prefer someone else. happened to Lex Luger, happened to Randy Orton. it's happening to Reigns. the difference is that this time Vince isn't listening and it's going to kill the guy's career.
