This is absolutely a move to try to attract more wrestlers to their brand since so many are leaving ASAP right now. This is also, possibly, better justification for asking for that 10%. "Hey, we put you on TV AND let you keep your gimmick afterward. We just need a little of that side hustle money."
I still don't think it'll work.

I don't care how much someone may value their gimmick, they're not going to hand over 10% of their bookings from indy gigs just to keep their gimmick. Only people who are starving for TV exposure are going to sign onboard with this.

Yeah, Shark Boy's had that gimmick since his days doing job work in WCW. I even think he was in WWE developmental for a hot second with the gimmick? youtu.be/0yS3jNSeGxQI never knew this existed and everything about this is fantastic.

As pretty much confirmed on Talk is Jericho, it was Don Callis and Scott D'Amore that persuaded Nordholm to make this change. Callis then went on to say companies owning wrestlers is a thing of the past and the company needs to catch up with the times.

Callis has always been very much against the idea of wrestlers having to sign over their gimmicks to companies or face having to start from scratch, so this comes as no surprise.

David Flair and Brian Christopher can't wait to reform their poor version of Legacy team.
They're calling Dustin Runnels to put the band together again.

It's only really past due to well no one other than the WWE is big enough to demand something like that in America and still have people wanting to work for them. (Though even the WWE has been less harsh with that since people have come in with their names in tact, like Joe, Bobby Roode and AJ Styles.) But I mean NJPW still does it too to an extent since they own the rights to the Bullet Club. The fact is TNA is in no shape to be demanding that of people.
