I watched Jennifer Slept Here as a kid. Even got the whole series on DVD later on.
Bay City Blues is memorable to me for having this at the end:

Don’t be hatin’ on Manimal!! Haha yeah Manimal was pretty cool and the only one from the line-up I remember seeing (years later obviously). It even appeared in the Wolf Of Wall Street.

I remember watching 'We Got it Made'. I think it was only on NBC for one season and then went to syndication for a few more.

I looked up the 1983-84 nbc lineup. Sure, there were stinkers and 3(!) nights of playing movies, but there were still hits and short lived shows people still remember. Amongst there lineup was:
Knight Rider Remington Steele Family Ties Night Court St. Elsewhere Gimme A Break Cheers Mama’s Family Hill Street Blues Diff’rent Strokes Silver Spoons Bosom Buddies

One of my all time favorite Letterman bits was his running gag about Manimal:

I was a bit confused by it since it doesn’t spell it out and I remember that Cheers debuted either one or two years earlier and is of course a classic (along with many of those others).

I remember We Got It Made but didn't really watch more than part of one show.
Manimal was fun but corny with terrible special effects.
I really enjoyed The Rousters, watched the entire season. Had a nice balance of action, drama and comedy. Chad Everett was Wyatt Earp the Third, security for a travelling carnival and part-time bounty hunter/private detective, usually pulled into situations because of his mother trying to keep "the family tradition" alive. Also had Jim "Ernest" Varney as his brother.

I was only 1 at the time so I obviously don’t remember any of these. But a few of them interest me enough to where I would have watched them. (Bay City Blues and Jennifer Slept Here)
Seems Boone and Jennifer Slept Here lasted the longest at 11 months each while Manimal and Mr. Smith had the shortest runs at about 2 1/2 months each.

The only shows from the 83-84 lineup that I watched (at the time, I got into other shows via reruns later) were Knight Rider (I even had the Knight Rider KITT car with the Michael Knight action figure) and Family Ties. I have no recollection of any of these shows.

Knight Rider, Night Court, and Silver Spoons were some of my favorite shows. 83 was a great year in insane, high concept shows, because on NBC we had Manimal (which I loved), and on ABC we had...

LOoking at it right now. I would have been around 9 in 83 when the new season started. The ones I know I saw are. Mr Smith-A talking primate hell yea. Haven't seen it since then and don't remember much about. Jennifer Slept Here-Ann Jillian as a ghost. That is suppose to help out a teen boy so IIRC she can earn her way into heaven. Another I watched back then and haven't seen since. Remember it being funny. We Got it Made-I know I saw this Teri Copley sitcom at least once during it's NBC run. But got a DVD-r with a few episodes of it from it's later Syndicated run. Ok Sitcom. But nothing special. The Rousters-Jim Varney in a pre-Ernest role,as apart of a carnival troupe that are also Bounty Hunters. Decent show. Manimal-I loved this show as a kid. And now got every episode thanks to someone. It isn't good but it was fun.

To answer, no, JSH had no official release. I got a bootleg of original broadcast recordings.
Glenn Scarpelli is on FB and remembered that show too.
