I love Bayley, obviously. In ring, when she gets the right "fire," she's second only none of them. But good God she can't cut a promo to save her life and in WWE, that's the lifeblood of being on top.

Becky and Charlotte have both managed to evolve their characters significantly, from their days in NXT. Through a combination of opportunity and determination, they've made distinct identities for themselves as main roster performers. They have an intensity and believability as characters, and they make each other better.
Bayley and Sasha, for all the best will in the world, still feel like they're too closely tied to what they used to be. Bayley is still the Hugger, Sasha is still the Boss (in name only), and it's definitely enough for them to get cheers, and to be more over than a lot of people in the company. But it's not going to put them into the same stratosphere that Becky and Charlotte have managed to get to.
A lot of it is down to booking, and to allowing wrestlers the chance to come up with their own ideas, which Smackdown seems more willing to do than Raw. Having said that, I don't think we'd be looking at reversed circumstances, if Becky and Charlotte were on Raw. I think those two women are just more creative and daring, when it comes to their ideas outside of matches.
In the ring? They're all great, and I wouldn't want to categorically say any of them is the worst.

Charlotte > Becky > Sasha > Bayley
Personally preference: Becky > Sasha > Charlotte
I think Sasha is way under potential right now as a non-heel on RAW. And Bayley's basically a character who can be carried to great matches. She doesn't have the opponents for the great matches and her character work has suffered since that Kendo Stick match. Even then, as seen during the Rumble and the Chamber, folk still want a reason to cheer her.
Although I fear more bad for Sasha. She's a bit underrated because she's always compared to Charlotte and Becky. Yeah, she's not on their level, but George Harrison was still a far better songwriter than 99% of his contemporaries if arguably not on Macca and Lennon's level. (And I prefer George too, like I mark out for Sasha pushes...)

In ring I will rank Charlotte under Becky, character work worst ,she did have sign of good changes but the she went back to the old tired cocky Charlotte with robot voice

This is a very good post. I think its crucial that there's a much bigger gap between Charlotte/Becky's characters in 2019 vs 2015/16 as opposed to Sasha/Bayley's in that same period (in Becky's case, this is even before she became The Man, in terms of her performance), it feels that theirs haven't evolved as much, and while both pairs have great in-ring chemistry, the former have a mic chemistry as well that's helped them a lot. I believe I mentioned it earlier in this thread, but one of the novelties of their feud from July through Evolution last year was how few matches it had, as they relied heavily on a variety of interview and mic segments to keep the story going instead. It'd be fascinating to know more about what goes on behind the scenes in terms of all this in terms of their approach to their characters and creativity. Its interesting for instance that even when they were being underused on 2017 SDL during its 'every woman is equal' days, Becky and Charlotte were often pitching ideas (they've talked about wanted to be a goofy Edge & Christian-esque 'Undisputed Tag Team Champions' team that never happened, but is also visible in some of their social media from around then) and doing extra promotional work for the company by coming up with goofy videos to locally advertise SDL episodes and house shows.
On this evolutionary theme, a comment Charlotte made the other day in one of her promotional interviews for Elimination Chamber gives good insight into her thinking, and I think is also worthwhile thinking about in the context of NXT vs main roster. We tend to see NXT stars who didn't fully work out to their full potential as 'held back' or mismanaged by incompetent bookers, but sometimes it could just be that their character stagnated:
