I can't believe I'm saying Roman, but him. Either way it's two awful awful choices the way they are currently booked, but Rollins is just flat out horrid now.

Seth. He'll become more secure in his spot and more willing to go against the grain. Roman was just as much a company man as Seth was when his forced push as top guy started in 2014/15. If Rollins got to main event 4 WMs in a row without justification and continued to be "THE GUY" after a wellness policy violation, he'd be more willing to go against the grain like Roman is now.

Roman, Seth should be a top heel.
It's tricky with Roman, because imo WWE used him the exact opposite way they should have for years. They should have let him play to his strengths.
Plus, he's likeable and looks like a movie star.

Honestly, I think that the idea of a singular THE GUY should have died a long time ago. WWE proved with Austin, The Rock, Undertaker, Triple H, Mankind, and, later in the Attitude Era, Kurt Angle that you can easily have mulitple people at the top without any problem. Even when THE GUY is someone people mostly like, it feels like everyone else is second fiddle.
That's for a different thread however, so as to this one... well, yeah. Big Dog.

Roman seems like a genuinely nice dude and has honestly been let down by the WWE just screwing him every time with booking and writing. If they let him be more like he is normally then he'd be a damn good face.

If he had a competent product built around him that let him play to his strengths AND the right people telling him when to shut the hell up and stop putting his foot in his mouth, I think Seth could actually pull this off, at least in the short term like Bret or Shawn.
For all his increasingly-apparent faults, Seth has it. In RoH, in the Shield, when he first betrayed them as a heel, when he was IC champ, he's gone through runs when fans were genuinely, organically hot for him and wanted to see him as a major featured player.
Roman doesn't have it. He never, ever had it. We just endured like half a decade of every ounce of booking ability left in WWE being used to try to convince us that Roman has it, and utterly failing. I know the grass is always greener on the other side and Rollins is tanking hilariously every time he opens his mouth right now, but seriously, we do NOT want another Roman Reigns superpush.

I know for a while Roman was there and we were just as sick of him and a lot (myself included) were begging WWE to go with the workhorse Rollins, who was getting major reactions at the time (in that workhorse role)....but.....WELP.
Seth fails spectacularly at it. Underwhelming on screen and disastrous as the face representative. He needs to be in the workhorse, climbing up to the top role, whether it’s heel or face. And he probably won’t feel pressure at the top and act last out like the insecure idiot he’s proved to come off as.
Roman came off bad PR too. But now that he seems chiller..maybe he’d do better? And not only that but Roman has a lot more of a name now (partly due to the cancer thing I’m afraid to say..) and you’re not going to get anywhere near that traction with Seth. Not. At. All. Mostly the company but the idiot has proven tobe his worse enemy independently too. So. Roman. Good god.

I know the conventional thought is Rollins is the better in ring worker, but I honestly think Reigns is the far more versatile worker. Rollins has good matches, but they are generally the same kind of match. They aren't bad, just familiar. He also only works best with guys similar in size. Reigns can have good matches with small guys like his matches with Balor and AJ and Bryan. He can also work with big guys like Big Show and Strowman and produce something entertaining. He can play the hoss and can play the face in peril. If he's booked to his strengths, we'd get a whole different impression of what Reigns can do.

Both have said questionable things in the past and both have suffered from wretched writing, but Rollins has a way bigger track record of saying dumb shit and he's much more suited to the HHH heel role of "the guy that works with the top guy" than "the top guy".
For all his faults, Roman would be my pick.
Though if I could pick anybody my answer would be Rusev or Sami Zayn.
