Rollins is way better as a performer, but Roman's better for the PR stuff even though he's so damn boring to me.
My answer is Scott Dawson.

Didn’t he do exactly that for Daniel Bryan and again for Roman? The Bryan feud wasn't a passing of the torch at all, and the Roman one was in theory but Cena buried the dude on the mic so hard that he didn't look good coming out of any of it. WHich isn't all necessarily Cena's fault, but I can't say he really ever meaningfully put someone over. The Bryan match kinda was when you look at what happened after. Cena really never had a true run on top after losing to Bryan. He got beat, then the next night endorsed Bryan as the top face before vanishing for awhile.

That match was meant to give him time off for injury, Bryan was never intended to be a top guy and was penciled in for a transitional role until other factors led to all the other stuff that followed, and Cena did come back to later hold the WHC right after he came back from that injury, then post brand split he had a run with the title again in the AJ feud that was Smackdown's top program for a decent while. An actual passing of the torch doesn't come with a planned depush and run as the garbageman jumpsuit-wearing crony of the cult leader the guy who you beat is going to vanquish at the big show.

Honestly, I think that the idea of a singular THE GUY should have died a long time ago. WWE proved with Austin, The Rock, Undertaker, Triple H, Mankind, and, later in the Attitude Era, Kurt Angle that you can easily have mulitple people at the top without any problem. Even when THE GUY is someone people mostly like, it feels like everyone else is second fiddle. That's for a different thread however, so as to this one... well, yeah. Big Dog. People always point to the Attitude Era, but Austin was VERY clearly booked above everybody back then. He appeared in all but 2 or 3 PPV main events between WrestleMania XIV and Mania X8 not including his injury time, and very, very rarely took a clean loss. Others got over because they were entertaining and got over, not because they were shown to be Austin’s equal. When Rock was getting super over as a face in 99, they kept him the hell away from Austin. People always point to the Foley title win as one of the biggest pops ever, but the pop everyone remembers isn’t for Mick’s win it’s for Austin’s run in. Mick’s biggest moment was just a storyline beat in the Austin/McMahon feud. Everyone was booked secondary to Austin back then, others were just a lot more over so it was less noticeable. Out of 6 WWF title reigns, he lost 1 of them clean 1-2-3. Dude was protected at the expense of all others.
